A BILL
To amend the United States Semiquincentennial Commission
Act of 2016 to modify certain membership and other
requirements of the United States Semiquincentennial
Commission, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘United States
4
Semiquincentennial Commission Amendments Act of
5
2020’’.

SEC. 2. UNITED STATES SEMIQUINCENTENNIAL COMMIS-

SION.

(a) ESTABLISHMENT OF COMMISSION.—Section 4 of
3
the United States Semiquincentennial Commission Act of
4
2016 (Public Law 114–196; 130 Stat. 685) is amended—
5
(1) in subsection (b)(4), by striking subpara-
6
graph (I) and inserting the following:
7
‘‘(I) The Chairperson of the National En-
8
dowment for the Arts.
9
‘‘(J) The Chairperson of the National En-
10
dowment for the Humanities.
11
‘‘(K) The Director of the Institute of Mu-
12
seum and Library Services.
13
‘‘(L)(i) The Chief Justice of the United
14
States; or
15
‘‘(ii) an Associate Justice or former Asso-
16
ciate Justice appointed by the Chief Justice of
17
the United States.’’;
18
(2) in subsection (c), by adding at the end the
19
following:
20
‘‘(3) REMOVAL OF MEMBERS WHO ARE PRIVATE
21
CITIZENS.—Following notice and approval of the rel-
22
evant appointing authority, on an affirmative vote of
23
not less than 2⁄3 of the members of the Commission,
24
the Commission may remove a member of the Com-
25
mission appointed under subsection (b)(3).’’; and

(3) in subsection (d)—

(A) by striking ‘‘All meetings’’ and insert-

ing the following:

‘‘(1) LOCATION OF FIRST MEETING.—The first
4
meeting’’; and
5
(B) by adding at the end the following:

‘‘(2) LOCATION OF SUBSEQUENT MEETINGS.—
7
At least 1 meeting of the Commission each year
8
shall be held in Philadelphia, Pennsylvania.’’.

(b) DUTIES.—Section 5(c)(1) of the United States
10
Semiquincentennial Commission Act of 2016 (Public Law
11
114–196; 130 Stat. 687) is amended by striking ‘‘2 years
12
after the date of enactment of this Act’’ and inserting
13
‘‘March 31, 2020’’.

(c) COORDINATION.—Section 6(b) of the United
15
States Semiquincentennial Commission Act of 2016 (Pub-
16
lic Law 114–196; 130 Stat. 689) is amended—
17
(1) in paragraph (3)(A), by striking ‘‘presiding
18
officer of the Federal Council on the Arts and the
19
Humanities, the Chairperson of the National En-
20
dowment for the Arts, and the Chairperson of the
21
National Endowment for the Humanities’’ and in-
22
serting ‘‘Chairperson of the National Endowment for
23
the Arts, the Chairperson of the National Endow-

(2) in paragraph (4), in the matter preceding
3
subparagraph (A), by inserting ‘‘and other’’ after
4
‘‘founding’’.

(d) EXPENDITURES OF COMMISSION.—Section 9 of
6
the United States Semiquincentennial Commission Act of
7
2016 (Public Law 114–196; 130 Stat. 691) is amended—
8
(1) by striking subsection (a) and inserting the
9
following:
10
‘‘(a) IN GENERAL.—All expenditures of the Commis-
11
sion shall be made from donations, earned income, and
12
any funds made available to carry out this Act under sub-
13
section (f).’’;
14
(2) in subsection (d), by striking ‘‘Once each
15
year during the period beginning on the date of en-
16
actment of this Act’’ and inserting ‘‘Annually during
17
the period beginning 1 year after the Commission
18
submits the report to the President under section
19
5(c)(1)’’; and
20
(3) by adding at the end the following:
21
‘‘(e) INTELLECTUAL PROPERTY PROTECTIONS.—The
22
Commission shall have the exclusive right to use, and to
23
allow others to use, the official marks, imprimaturs, and
24
logos of the Commission.

‘‘(f) AUTHORIZATION OF APPROPRIATIONS.—There

are authorized to be appropriated such sums as are nec-
2
essary to carry out this Act.’’.
