Mr. BLUNT submitted the following resolution; which was considered and
agreed to

Providing for staff transition for a Senator if the results
of the election for an additional term of office of the
Senator have not been certified.
Resolved,

SECTION 1. STAFF TRANSITION IF ELECTION RESULTS NOT
2
CERTIFIED.

Section 6 of Senate Resolution 458 (98th Congress),
4
agreed to October 4, 1984, is amended—
5
(1) in subsection (a)—
6
(A) in paragraph (3)(A)—
7
(i) in clause (i), by striking ‘‘or’’ at
8
the end;
9
(ii) in clause (ii)—

(I) by striking ‘‘but only’’; and

(II) by adding ‘‘or’’ at the end;

Senator as a Senator, if the Senator was

a candidate in the general election for the

next term of office and the office is not

term,’’; and

(B) in paragraph (4)—

(i) in subparagraph (A)(ii), by strik-

ing ‘‘paragraph (3)(A)(ii)’’ and inserting
15
‘‘clause (ii) or (iii) of paragraph (3)(A)’’;

and
17
(ii) in subparagraph (B), by striking
18
‘‘not later than 60 days after the date of
19
the change or expiration of term of office,
20
whichever is applicable,’’ and inserting
21
‘‘not later than 60 days after the date of
22
the change for an eligible staff member de-
23
scribed in clause (i) of paragraph (3)(A),
24
or after the expiration of the term of office

of the supervising Senator for an eligible

staff member described in clause (ii) or
2
(iii) of paragraph (3)(A),’’;
3
(2) in subsection (c)(1)—
4
(A) by striking ‘‘not to exceed 60 days’’
5
and inserting the following: ‘‘not to exceed—
6
‘‘(A) in the case of a displaced staff member
7
described in clause (i) or (ii) of subsection (a)(3)(A),
8
60 days’’;
9
(B) by striking the period at the end and
10
inserting ‘‘, and’’; and
11
(C) by adding at the end the following:
12
‘‘(B) in the case of a displaced staff member
13
described in clause (iii) of subsection (a)(3)(A), the
14
earliest of—
15
‘‘(i) 60 days following the staff member’s
16
date of termination;
17
‘‘(ii) the date the staff member becomes
18
otherwise gainfully employed; or
19
‘‘(iii) if the supervising Senator qualifies
20
for the next term of office as a Senator not
21
later than 60 days after the staff member’s
22
date of termination, the date of such qualifica-
23
tion.’’;

(3) by redesignating subsection (d) as sub-

section (e); and

(4) by inserting after subsection (c) the fol-
3
lowing:

‘‘(d)(1) Each displaced staff member described in
5
clause (iii) of subsection (a)(3)(A) may, with the approval,
6
direction, and supervision of the Secretary of the Senate,
7
perform limited duties such as archiving and transferring
8
case files.
9
‘‘(2) With respect to a Senator who was a candidate
10
in the general election for the next term of office and for
11
which the office is not filled at the commencement of that
12
next term, during the 60-day period beginning on the first
13
day of that next term of office, the official office and State
14
office expenses relating to—
15
‘‘(A) archiving and transferring case files of the
16
Senator, with prior approval by and upon vouchers
17
approved and obligated by the Secretary of the Sen-
18
ate; and
19
‘‘(B) rent for office space upon vouchers ap-
20
proved and obligated by the Sergeant at Arms and
21
Doorkeeper of the Senate,
22
shall be paid from the account for Miscellaneous Items
23
within the contingent fund of the Senate.’’.
