Mikulski served as— (1) the first Chairwoman of the Committee on Ap- propriations, the Chairwoman of the Subcommittee on Transportation, Housing and Urban Development, and Related Agencies of the Committee on Appropriations, and the first Vice Chairwoman of the Committee on Ap- propriations; and (2) a member of the Committee on Health, Edu- cation, Labor, and Pensions (formerly the Committee on Labor and Human Resources) and the Committee on Small Business and Entrepreneurship; Whereas Senator Barbara A.
