A BILL
To prohibit offices of Congress from appointing interns who
are citizens of certain countries which exert malign for-
eign influences in the United States.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PROHIBITING APPOINTMENT OF INTERNS WHO
3
ARE CITIZENS OF COUNTRIES EXERTING MA-
4
LIGN FOREIGN INFLUENCES.

(a) PROHIBITION.—An office of Congress, including
6
an office of a joint committee of Congress, may not ap-
7
point an individual as a paid or unpaid intern if the indi-
8
vidual is a citizen of a covered foreign country.

(b) DEFINITIONS.—In this section—
1
(1) the term ‘‘covered foreign country’’ has the
2
meaning given such term in section 119C(e)(1) of
3
the National Security Act of 1947 (50 U.S.C.
4
3059(e)(1)); and
5
(2) the term ‘‘intern’’ means, with respect to an
6
office of Congress, an individual who serves in the
7
office for not more than 120 days in a 12-month pe-
8
riod and whose service is primarily for the edu-
9
cational experience of the individual.

(c) EFFECTIVE DATE.—This section shall apply with
11
respect to the One Hundred Seventeenth Congress and
12
each succeeding Congress.
