to the Committee on Veterans’ Affairs
A BILL
To adjust the regulation of certain grants awarded by the
Secretary of Veterans Affairs during a covered public
health emergency to serve homeless veterans, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Grant Regulation Ad-
4
justment during the Coronavirus Emergency for Homeless
5
Veterans Act of 2020’’ or the ‘‘GRACE for Homeless Vet-
6
erans Act of 2020’’.

SEC. 2. MODIFICATION OF FUNDING LIMITATIONS FOR

CERTAIN GRANTS AWARDED BY THE SEC-
2
RETARY OF VETERANS AFFAIRS DURING A
3
COVERED PUBLIC HEALTH EMERGENCY TO
4
SERVE HOMELESS VETERANS.

Subsection (c)(2) of section 2011 of title 38, United
6
States Code, shall not apply to any grant awarded during
7
a covered public health emergency under such section for
8
a project described in subsection (b)(1) of such section.

SEC. 3. DISPOSITION DURING A COVERED PUBLIC HEALTH
10
EMERGENCY OF PROPERTY RELATING TO
11
CERTAIN GRANTS AWARDED BY THE SEC-
12
RETARY OF VETERANS AFFAIRS TO SERVE
13
HOMELESS VETERANS.

During a covered public health emergency, if the re-
15
cipient of a grant awarded before or during such emer-
16
gency under section 2011 of title 38, United States Code,
17
for a project described in subsection (b)(1) of such section
18
is no longer providing services in accordance with the
19
terms of the grant, the recipient shall not be subject dur-
20
ing such emergency to any property disposition require-
21
ments relating to the grant under subsection (c) or (f) of
22
section 61.67 of title 38, Code of Federal Regulations, sec-
23
tion 200.311(c) of title 2, Code of Federal Regulations,
24
or successor regulations.

SEC. 4. COVERED PUBLIC HEALTH EMERGENCY DEFINED.

In this Act, the term ‘‘covered public health emer-
2
gency’’ means an emergency with respect to Coronavirus
3
Disease 2019 (COVID–19) declared by a Federal, State,
4
or local authority.
