A BILL
To direct the Secretary of Commerce, acting through the
Administrator of the National Oceanic and Atmospheric
Administration, to establish a National Coastal Data In-
formation System, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. NATIONAL SEA LEVEL RISE RISK ANALYSIS.

(a) PURPOSES.—The Secretary of Commerce, acting
4
through the Administrator of the National Oceanic and
5
Atmospheric Administration, shall establish a National
6
Coastal Data Information System to—

•HR 8750 IH
(1) combine existing observations, modeling,
1
predictions, products and services into an integrated
2
framework for producing and maintaining authori-
3
tative and timely data, maps, and information serv-
4
ices which quantify and communicate coastal flood
5
risk to the States;
6
(2) develop and strengthen partnerships with
7
organizations that represent end users within coastal
8
communities, including other Federal agencies, to
9
better assess information gaps and needs relating to
10
the risk posed by the rising sea level; and
11
(3) produce new information products and serv-
12
ices, targeted to end-user needs, that allow coastal
13
communities across the United States to plan for
14
present and future coastal flood risk.
15
(b) REPORT.—The Administrator shall, not less than
16
180 days after the date of enactment of this Act and every
17
3 years thereafter, provide the Committee on Natural Re-
18
sources of the House of Representatives with a report con-
19
taining holistic analysis of the need to expand observa-
20
tions, modeling, predictions, products, and services to—
21
(1) improve the understanding of changing
22
coastal flood risk, including the impacts of sea level
23
rise; and

(2) track and report how observed rates of sea

level rise compare to the sea level rise predictions
2
published within the National Climate Assessments.
