ESTABLISHMENT AND MAINTENANCE OF OVER- 1 SIGHT.GOV; AUTHORIZATION OF FUNDS. 2 (a) IN GENERAL.—Section 11 of the Inspector Gen- 3 eral Act of 1978 (5 U.S.C. App.) is amended by adding 4 at the end the following: 5 ‘‘(e) OVERSIGHT.GOV.— 6 ‘‘(1) DEFINITION.—In this subsection, the term 7 ‘Office of Inspector General’ means the Office of— 8 ‘‘(A) an Inspector General described in 9 subparagraph (A), (B), or (I) of subsection 10 (b)(1); 11 ‘‘(B) the Special Inspector General for Af- 12 ghanistan Reconstruction established under sec- 13 tion 1229 of the National Defense Authoriza- 14 tion Act for Fiscal Year 2008 (Public Law 15 110–181; 122 Stat. 379); 16 ‘‘(C) the Special Inspector General for the 17 Troubled Asset Relief Plan established under 18 section 121 of title I of the Emergency Eco- 19 nomic Stabilization Act of 2008 (12 U.S.C. 20 5231); and 21 ‘‘(D) the Special Inspector General for 22 Pandemic Recovery established under section 23 4018 of the CARES Act (15 U.S.C. 9053). 24 VerDate Sep 11 2014 19:29 Nov 17, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8694.IH H8694 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 8694 IH ‘‘(2) ESTABLISHMENT.—The Council shall es- 1 tablish and maintain a website entitled ‘over- 2 sight.gov’— 3 ‘‘(A) to consolidate all public reports from 4 each Office of Inspector General to improve the 5 access of the public to any audit report, inspec- 6 tion report, or evaluation report (or portion of 7 any such report) made by an Office of Inspector 8 General; and 9 ‘‘(B) that shall include any additional re- 10 sources, information, and enhancements as the 11 Council determines are necessary or desirable. 12 ‘‘(3) PARTICIPATION OF OFFICES OF INSPEC- 13 TORS GENERAL.—Each Office of Inspector General 14 that publishes an audit report, inspection report, or 15 evaluation report (or portion of any such report) on 16 the website of the Office of Inspector General shall 17 contemporaneously publish the report or portion 18 thereof on oversight.gov in a manner prescribed by 19 the Council.’’. 20 (b) AUTHORIZATION OF APPROPRIATIONS.—For the 21 purposes of carrying out the mission of the Council of the 22 Inspectors General on Integrity and Efficiency under sec- 23 tion 11 of the Inspector General Act of 1978 (5 U.S.C. 24 App.), as amended by subsection (a), there are authorized 25 VerDate Sep 11 2014 19:29 Nov 17, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H8694.IH H8694 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 8694 IH to be appropriated into the revolving fund described in 1 subsection (c)(3)(B) of such section $3,500,000 for fiscal 2 year 2021, to remain available until September 30, 2030, 3 to carry out the duties and functions of the Council. 4 (c) EFFECTIVE DATE.—This Act and the amend- 5 ments made by this Act shall take effect on the date that 6 is 30 days after the date of receipt by the Council of the 7 Inspectors General on Integrity and Efficiency of an ap- 8 propriation for the implementation of this Act. 9 Æ VerDate Sep 11 2014 19:29 Nov 17, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H8694.IH H8694 pamtmann on DSKBC07HB2PROD with BILLS
