to as the ‘‘Communications Decency Act’’) to stop censorship, and for
other purposes.

Mrs. LOEFFLER introduced the following bill; which was read twice and
referred to the Committee on Commerce, Science, and Transportation
A BILL
To amend section 230 of the Communications Act of 1934
(commonly referred to as the ‘‘Communications Decency
Act’’) to stop censorship, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stop Suppressing
4
Speech Act of 2020’’.
5
SEC. 2. REVOCATION OF IMMUNITIES.
6
Section 230(c) of the Communications Act of 1934
7
(47 U.S.C. 230(c)) is amended—

(1) in the heading, by striking ‘‘AND SCREEN-

ING OF OFFENSIVE MATERIAL’’ and inserting ‘‘OF

UNLAWFUL OR OBJECTIONABLE MATERIAL’’; and

(2) in paragraph (2)—

(A) in subparagraph (A)—

(i) by striking ‘‘harassing, or other-

wise objectionable’’ and inserting ‘‘or
7
harassing, that the provider or user deter-
8
mines to be unlawful, or that promotes vio-
9
lence or terrorism’’; and

(ii) by striking ‘‘; or’’ and inserting a
11
semicolon;

(B) in subparagraph (B), by striking
13
‘‘paragraph (1).’’ and inserting ‘‘subparagraph
14
(A); or’’; and
15
(C) by adding at the end the following new
16
subparagraph:

‘‘(C) any action taken to provide users
18
with the option to restrict access to any other
19
material, whether or not such material is con-
20
stitutionally protected.’’.
