A BILL
To provide for a 3 percent cost-of-living adjustment for social

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Emergency Social Se-
2
curity COLA for 2021 Act’’.

SEC. 2. 3 PERCENT COST-OF-LIVING ADJUSTMENT FOR
4
CALENDAR YEAR 2021.

(a)
IN
GENERAL.—Notwithstanding
paragraph
6
(1)(C) of section 215(i) of the Social Security Act (42
7
U.S.C. 415(i)), the applicable increase percentage for the
8
cost-of-living computation quarter in calendar year 2020
9
is deemed to be 3 percent for purposes of computing in-
10
creases provided under paragraph (2)(A)(ii) of such sec-
11
tion.

(b) NO EFFECT ON ELIGIBILITY OR AMOUNT OF
13
FEDERALLY FUNDED BENEFITS.—In any case in which
14
the benefits or assistance paid to an individual under any
15
Federal program or under any State or local program fi-
16
nanced in whole or in part with Federal funds are in-
17
creased as a result of the enactment of subsection (a),
18
such increase shall be disregarded for purposes of deter-
19
mining—
20
(1) the eligibility of such individual (or the indi-
21
vidual’s spouse or family) for benefits or assistance
22
under any other such program; and
23
(2) the amount or extent of such benefits or as-
24
sistance.

(c) HOLD HARMLESS FOR THE SOCIAL SECURITY
1
TRUST FUNDS.—There are appropriated, out of any mon-
2
eys in the Treasury not otherwise appropriated, to each
3
of the Federal Old-Age and Survivors Insurance Trust
4
Fund and the Federal Disability Insurance Trust Fund
5
for each fiscal year such amounts as the chief actuary of
6
the Social Security Administration shall certify are nec-
7
essary to place each such Trust Fund in the same position
8
at the end of such fiscal year as it would have been in
9
if subsection (a) had not been enacted.
