Ms. SLOTKIN introduced the following bill; which was referred to the Com-
mittee on Armed Services, and in addition to the Committee on Foreign
Affairs, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned
A BILL
To direct the Secretary of Defense to submit to Congress
a report on threats to the United States Armed Forces
from the Russian Federation.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. REPORT ON THREATS TO THE UNITED STATES

ARMED FORCES FROM THE RUSSIAN FED-
4
ERATION.

(a) REPORT.—Not later than 120 days after the date
6
of the enactment of this Act, the Secretary of Defense,
7
in consultation with the Director of National Intelligence

and the Secretary of State, shall submit to the appropriate
1
congressional committees a report on all threats to the
2
United States Armed Forces and personnel of the United
3
States from the Russian Federation and associated
4
agents, entities, and proxies.
5
(b) ELEMENTS.—The report under subsection (a)
6
shall include the following:
7
(1) An assessment of all threats to the United
8
States Armed Forces and personnel of the United
9
States from Russia and associated agents, entities,
10
and proxies in all theaters where United States
11
Armed Forces are engaged.
12
(2) A description of all actions taken to ensure
13
force protection of both the United States Armed
14
Forces and diplomats of the United States.
15
(3) A description of non-military actions taken
16
to emphasize to Russia that the United States will
17
not tolerate threats to the armed forces of the
18
United States, the allies of the United States, and
19
the diplomats and operations of the United States.
20
(c) FORM.—The report required by subsection (b)
21
shall be submitted in unclassified form, but may include
22
a classified annex.

DEFINED.—In this section, the term ‘‘appropriate con-

gressional committees’’ means the following:

(1) The Committee on Armed Services, the

Committee on Foreign Affairs, and the Permanent
5
Select Committee on Intelligence of the House of
6
Representatives.

(2) The Committee on Armed Services, the
8
Committee on Foreign Relations, and the Select
9
Committee on Intelligence of the Senate.
