Making emergency supplemental appropriations for the
COVID–19 Telehealth Program of the Federal Commu-
nications Commission for the fiscal year ending Sep-
tember 30, 2020.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SUPPLEMENTAL APPROPRIATION FOR COVID–
3
19 TELEHEALTH PROGRAM.

(a) APPROPRIATION.—There is appropriated, out of
5
any money in the Treasury not otherwise appropriated,
6
for the fiscal year ending September 30, 2020, for an ad-
7
ditional amount for ‘‘Federal Communications Commis-

available until expended, to carry out the COVID–19 Tele-

health Program established in the Report and Order in
3
the matter of COVID–19 Telehealth Program that was
4
adopted by the Federal Communications Commission on
5
March 31, 2020 (FCC 20–44).

(b) EMERGENCY DESIGNATION.—
7
(1) DESIGNATION.—The amount made available
8
under subsection (a) is designated by Congress as
9
being for an emergency requirement pursuant to sec-
10
tion 251(b)(2)(A)(i) of the Balanced Budget and
11
Emergency Deficit Control Act of 1985 (2 U.S.C.
12
901(b)(2)(A)(i)).

LIMITATION
ON
AVAILABILITY.—The
14
amount described in paragraph (1) shall be available
15
only if the President subsequently designates the
16
amount as being for an emergency requirement and
17
transmits the designation to Congress.
