TELEWORK, LEAVE, AND RETURNING TO WORK FOR 1 FEDERAL EMPLOYEES. 2 (a) ISSUANCE OF POLICIES AND PROCEDURES BY 3 AGENCIES.—Not later than 30 days before the date on 4 which an agency plans to reopen a facility and after con- 5 sultation with the Chief Human Capital Officer and direc- 6 tor of administration or the equivalent, the head of an 7 agency shall publish on the website of that agency a re- 8 opening plan that details the procedures and policies re- 9 lated to sending employees back to workstations during 10 the covered period that includes the following: 11 (1) The personal protective equipment that will 12 be provided by the agency, the additional cleaning 13 protocols to be implemented, and efforts to ensure 14 social distancing at worksites. 15 (2) The actions the agency will take to protect 16 employees who are required to work in locations out- 17 side of Federal office buildings for activities such as 18 audits and inspections. 19 (3) The requirements that members of the pub- 20 lic must meet in order to enter Federal office spaces. 21 (4) A description of the proper contingencies 22 for employees who have a high risk of contracting 23 coronavirus. 24 (5) Ensures the continuity of operations, in- 25 cluding plans to reverse reopening measures if there 26 VerDate Sep 11 2014 03:40 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4766.IS S4766 kjohnson on DSK79L0C42PROD with BILLS 3 •S 4766 IS is a resurgence in coronavirus cases in certain geo- 1 graphic areas. 2 (b) INSPECTORS GENERAL REVIEW.—Not later than 3 6 months after the date of the enactment of this section, 4 the inspector general for each agency shall submit to the 5 Committee on Oversight and Reform of the House of Rep- 6 resentatives and the Committee on Homeland Security 7 and Governmental Affairs of the Senate a review on 8 whether that agency has provided adequate personal pro- 9 tective equipment for the employees who are returning to 10 a Federal office location for the agency and published the 11 policies and procedures required pursuant to subsection 12 (a). 13 (c) DEFINITIONS.—In this section: 14 (1) AGENCY.—The term ‘‘agency’’ has the 15 meaning given that term in section 551 of title 5, 16 United States Code. 17 (2) COVERED PERIOD.—The term ‘‘covered pe- 18 riod’’ means a period during which a nationwide dec- 19 laration of a public health emergency by the Sec- 20 retary of Health and Human Services under section 21 319 of the Public Health Service Act (42 U.S.C. 22 247d) is in effect. 23 Æ VerDate Sep 11 2014 03:40 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S4766.IS S4766 kjohnson on DSK79L0C42PROD with BILLS
