To provide for certain reports on enrollment in the Lifeline
program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Ensuring Phone and
4
Internet Access for SNAP Recipients Act of 2020’’.
5
SEC. 2. REPORTS ON ENROLLMENT IN LIFELINE PROGRAM.

(a) ANNUAL REPORT ON ENROLLMENT IN LIFELINE
7
PROGRAM BY SNAP PARTICIPANTS.—Not later than 1
8
year after the date of the enactment of this Act, and each
9
year thereafter, the Commission, in consultation with the

Secretary of Agriculture, shall submit to Congress a report
1
on enrollment in the Lifeline program by individuals par-
2
ticipating in the supplemental nutrition assistance pro-
3
gram established under the Food and Nutrition Act of
4
2008 (7 U.S.C. 2011 et seq.).
5
(b) STUDY AND REPORT ON ENROLLMENT IN LIFE-
6
LINE PROGRAM.—Not later than 1 year after the date of
7
the enactment of this Act, the Commission shall conduct
8
a study and submit to Congress a report on—
9
(1) projections of the number of new broadband
10
service consumers who will join the Lifeline program
11
through Federal assistance programs during the 5-
12
year period following the conclusion of the study;
13
and
14
(2) the efficacy of various efforts to advertise
15
the Lifeline program, including data illustrating the
16
effect of such efforts on enrollment in such program.
17
(c) DEFINITIONS.—In this section:
18
(1)
BROADBAND
SERVICE.—The
term
19
‘‘broadband service’’ has the meaning given the term
20
‘‘broadband internet access service’’ in section 8.1(b)
21
of title 47, Code of Federal Regulations, or any suc-
22
cessor regulation.
