A BILL
To provide additional appropriations for TRIO programs,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Coronavirus College
4
Access and Completion Emergency Relief Act’’.
5
SEC. 2. ADDITIONAL APPROPRIATIONS FOR TRIO PRO-
6
GRAMS.

(a) IN GENERAL.—

(1) AMOUNTS APPROPRIATED.—There is appro-
1
priated to the Secretary of Education, out of
2
amounts in the Treasury not otherwise appropriated,
3
$450,000,000 for fiscal year 2021, for grants and
4
contracts under chapter 1 of subpart 2 of part A of
5
title IV of the Higher Education Act of 1965 (20
6
U.S.C. 1070a–11 et seq.), for the purpose of ex-
7
panding program capacity to serve more low-income,
8
first-generation students, students with disabilities,
9
veterans, unemployed adults, and other qualified in-
10
dividuals and to provide such students technology
11
support.

(2)
ALLOCATION
OF
FUNDS.—From
the
13
amounts appropriated under paragraph (1), the Sec-
14
retary of Education shall allot—
15
(A) $250,000,000 for grants to each re-
16
cipient receiving funding under such chapter for
17
fiscal year 2020 to expand program capacity to
18
serve more qualified individuals, of which—
19
(i) $32,000,000 shall be for Edu-
20
cational Opportunity Centers programs
21
under section 402F of the Higher Edu-
22
cation Act of 1965 (20 U.S.C. 1070a–16);
23
(ii) $54,000,000 shall be for Talent
24
Search programs under section 402B of

the Higher Education Act of 1965 (20

U.S.C. 1070a–12); and
2
(iii) the remainder of such funds shall
3
be for all programs under chapter 1 of
4
subpart 2 of part A of title IV of the High-
5
er Education Act of 1965 (20 U.S.C.
6
1070a–11 et seq.); and
7
(B) notwithstanding any other provision of
8
law, $200,000,000 for grants to each recipient
9
receiving funding under such chapter for fiscal
10
year 2020 to allow those recipients to provide
11
technology support to students, which may in-
12
clude support for broadband access and com-
13
puter hardware and software.

(b) APPLICABILITY OF TERMS AND CONDITIONS.—
15
Except as specified in subsection (a)(2)(B), the terms and
16
conditions that apply to grants under chapter 1 of subpart
17
2 of part A of title IV of the Higher Education Act of
18
1965 (20 U.S.C. 1070a–11 et seq.) shall apply to grants
19
made with funds made available under subsection (a).
20
(c) GENERAL
PROVISIONS.—Any amount appro-
21
priated under this section is in addition to other amounts
22
appropriated or made available for the applicable purpose.
