Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. AUTHORIZATION TO ESTABLISH COMMEMORATIVE 1 WORK. 2 (a) IN GENERAL.—The Daughters of the Republic of 3 Texas may establish a commemorative work on Federal 4 land in the District of Columbia and its environs to com- 5 memorate and honor those who, as representatives of the 6 Republic of Texas, served in the District of Columbia as 7 diplomats to the United States and made possible the an- 8 nexation of Texas as the twenty-eighth State of the United 9 States. 10 (b) COMPLIANCE WITH STANDARDS FOR COMMEMO- 11 RATIVE WORKS.—The establishment of the commemora- 12 tive work under this section shall be in accordance with 13 chapter 89 of title 40, United States Code (commonly 14 known as the ‘‘Commemorative Works Act’’). 15 (c) PROHIBITION ON THE USE OF FEDERAL 16 FUNDS.— 17 (1) IN GENERAL.—Federal funds may not be 18 used to pay any expense of the establishment of the 19 commemorative work under this section. 20 (2) RESPONSIBILITY OF THE DAUGHTERS OF 21 THE REPUBLIC OF TEXAS.—The Daughters of the 22 Republic of Texas shall be solely responsible for ac- 23 ceptance of contributions for, and payment of the 24 expenses of, the establishment of the commemorative 25 work under this section. 26 VerDate Sep 11 2014 03:25 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4744.IS S4744 kjohnson on DSK79L0C42PROD with BILLS 3 •S 4744 IS (d) DEPOSIT OF EXCESS FUNDS.— 1 (1) IN GENERAL.—If upon payment of all ex- 2 penses for the establishment of the memorial (in- 3 cluding the maintenance and preservation amount 4 required by section 8906(b)(1) of title 40, United 5 States Code), there remains a balance of funds re- 6 ceived for the establishment of the commemorative 7 work, the Daughters of the Republic of Texas shall 8 transmit the amount of the balance to the Secretary 9 of the Interior for deposit in the account provided 10 for in section 8906(b)(3) of title 40, United States 11 Code. 12 (2) ON EXPIRATION OF AUTHORITY.—If upon 13 expiration of the authority for the commemorative 14 work under section 8903(e) of title 40, United 15 States Code, there remains a balance of funds re- 16 ceived for the establishment of the commemorative 17 work, the Daughters of the Republic of Texas shall 18 transmit the balance to a separate account with the 19 National Park Foundation for memorials, to be 20 available to the Secretary of the Interior or the Ad- 21 ministrator (as appropriate) following the process 22 provided in section 8906(b)(4) of title 40, United 23 VerDate Sep 11 2014 03:25 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S4744.IS S4744 kjohnson on DSK79L0C42PROD with BILLS 4 •S 4744 IS States Code, for accounts established under section 1 8906(b)(2) or (3) of title 40, United States Code. 2 Æ VerDate Sep 11 2014 03:25 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S4744.IS S4744 kjohnson on DSK79L0C42PROD with BILLS
