Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE; FINDINGS. 3 (a) SHORT TITLE.—This Act may be cited as the 4 ‘‘Honoring National Recovery Month Act’’. 5 (b) FINDINGS.—Congress finds the following: 6 (1) National Recovery Month is an annual ob- 7 servance in the United States to celebrate individ- 8 uals who are in recovery from a substance use dis- 9 order or mental illness, educate the public, and com- 10 bat stigma. 11 VerDate Sep 11 2014 23:56 Oct 16, 2020 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H8392.IH H8392 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 8392 IH (2) 2020 is the 30th anniversary of National 1 Recovery Month. 2 (3) Over 70,000 people died from drug 3 overdoses in 2019 and 48,000 people died from sui- 4 cide in 2018 in the United States. 5 (4) Fatal overdoses in the United States in- 6 creased from 2018 to 2019, and overdoses have in- 7 creased since the onset of the COVID–19 pandemic. 8 (5) A June 2020 study conducted by the Cen- 9 ters for Disease Control and Prevention shows that 10 41 percent of adults are experiencing an adverse 11 mental health or behavioral health condition, includ- 12 ing 31 percent who are experiencing symptoms of 13 anxiety or depression, 11 percent who are seriously 14 considering suicide, and 13 percent who are starting 15 or increasing their substance use to cope with stress 16 or emotions related to COVID–19. 17 SEC. 2. NATIONAL RECOVERY MONTH ACTIVITIES. 18 Part D of title V of the Public Health Service Act 19 (42 U.S.C. 290dd et seq.) is amended by adding at the 20 end the following: 21 ‘‘SEC. 552A.
