Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ELIGIBILITY OF RURAL COMMUNITY RESPONSE 1 PILOT PROGRAMS FOR FUNDING UNDER THE 2 COMPREHENSIVE OPIOID ABUSE GRANT PRO- 3 GRAM. 4 Section 3021 of title I of the Omnibus Crime Control 5 and Safe Streets Act of 1968 (34 U.S.C. 10701) is amend- 6 ed— 7 (1) in subsection (a)(1)— 8 (A) in subparagraph (F), by striking 9 ‘‘and’’; 10 (B) in subparagraph (G), by striking the 11 period at the end and inserting ‘‘; and’’; and 12 (C) by adding at the end the following: 13 ‘‘(H) a pilot program for rural areas to im- 14 plement community response programs that 15 focus on presenting alternatives to incarceration 16 and reducing opioid overdose deaths, as de- 17 scribed in subsection (f).’’; and 18 (2) by adding at the end the following: 19 ‘‘(f) RURAL PILOT PROGRAM.—The pilot program 20 described under this subsection shall make grants to rural 21 areas to implement community response programs to re- 22 duce opioid overdose deaths. Grants issued under this sub- 23 section shall be jointly operated by local law enforcement 24 and public health agencies or public safety, public health, 25 and behavioral health collaborations. The Attorney General, through the Of- 5 fice of Justice Programs, shall increase the amount pro- 6 vided as a grant under this section for a pilot program 7 by no more than five percent for each of the two years 8 following certification by the Attorney General of the sub- 9 mission of data by the rural area on the prescribing of 10 schedules II, III, and IV controlled substances to a pre- 11 scription drug monitoring program, or any other central- 12 ized database administered by an authorized State agency, 13 which includes tracking the dispensation of such sub- 14 stances, and providing for interoperability and data shar- 15 ing with each other such program (including an electronic 16 health records system) in each other State, and with any 17 interstate entity that shares information between such 18 programs.’’. 19 SEC. 3. PROVISION REGARDING CERTAIN FUNDING LEVEL 20 FOR RURAL COMMUNITIES. 21 Section 3024 of title I of the Omnibus Crime Control 22 and Safe Streets Act of 1968 (34 U.S.C. 10704) is amend- 23 ed— 24 VerDate Sep 11 2014 18:43 Oct 21, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H8386.IH H8386 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 8386 IH (1) in paragraph (1) by striking ‘‘and’’ at the 1 end; 2 (2) in paragraph (2)(C) by striking the period 3 at the end and inserting ‘‘; and’’; and 4 (3) by adding at the end the following: 5 ‘‘(3) provides that no less than 10 percent of 6 grants issued pursuant to this part shall be awarded 7 to rural areas.’’. 8 SEC. 4.
