Mr. GARDNER introduced the following bill; which was read twice and referred
to the Committee on Commerce, Science, and Transportation
A BILL
To establish a Center for Artificial Intelligence of the Na-
tional Oceanic and Atmospheric Administration, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. CENTER FOR ARTIFICIAL INTELLIGENCE OF
3
THE NATIONAL OCEANIC AND ATMOSPHERIC
4
ADMINISTRATION.
5
(a) IN GENERAL.—The Administrator of the Na-
6
tional Oceanic and Atmospheric Administration (in this
7
Act referred to as the ‘‘Administrator’’) shall establish a
8
center, to be known as the ‘‘Center for Artificial Intel-
9
ligence’’ (in this Act referred to as the ‘‘Center’’).

(b) CENTER GOALS.—The goals of the Center shall
1
be—
2
(1) to coordinate and facilitate scientific and
3
technological efforts relating to artificial intelligence
4
across the National Oceanic and Atmospheric Ad-
5
ministration; and
6
(2) to expand external partnerships and build
7
workforce proficiency to effectively transition artifi-
8
cial intelligence research and applications to oper-
9
ations.

(c) COMPREHENSIVE PROGRAM.—Through the Cen-
11
ter, the Administrator shall implement a comprehensive
12
program to improve the use of artificial intelligence sys-
13
tems across the National Oceanic and Atmospheric Ad-
14
ministration in support of the mission of the Administra-
15
tion.

(d) CENTER PRIORITIES.—The priorities of the Cen-
17
ter shall be—
18
(1) to coordinate and facilitate artificial intel-
19
ligence research and innovation, tools, systems, and
20
capabilities across the National Oceanic and Atmos-
21
pheric Administration;
22
(2) to establish data standards and develop and
23
maintain a central repository for agency-wide artifi-
24
cial intelligence applications;

(3) to accelerate the transition of artificial in-
1
telligence research to applications in support of the
2
mission of the Administration;
3
(4) to develop and conduct training for the
4
workforce of the Administration related to artificial
5
intelligence research and application of artificial in-
6
telligence for the Administration;
7
(5) to facilitate partnerships between the Ad-
8
ministration and other public sector organizations,
9
private sector organizations, and institutions of
10
higher education for research, personnel exchange,
11
and workforce development with respect to artificial
12
intelligence systems; and
13
(6) to make data of the Administration acces-
14
sible, available, and ready for artificial intelligence
15
applications.

(e) STAKEHOLDER ENGAGEMENT.—In carrying out
17
the activities authorized under this Act, the Administrator
18
shall—
19
(1) collaborate with a diverse set of stake-
20
holders including private sector entities and institu-
21
tions of higher education;
22
(2) leverage the collective body of research on
23
artificial intelligence and machine learning; and

(3) engage with relevant Federal agencies, re-

search communities, and potential users of data and
2
methods made available through the Center.

(f) AUTHORIZATION OF APPROPRIATIONS.—There is
4
authorized to be appropriated to the Administrator to
5
carry out this Act $10,000,000 for fiscal year 2021.
