REDESIGNED CIRCULATING COLLECTIBLE COINS. 1 Section 5112 of title 31, United States Code, is 2 amended by adding at the end the following new sub- 3 section: 4 ‘‘(x) REDESIGN AND ISSUANCE OF QUARTER DOL- 5 LARS EMBLEMATIC OF PROMINENT AMERICAN WOMEN 6 AND COMMEMORATING THE 19TH AMENDMENT.— 7 ‘‘(1) REDESIGN OF QUARTER DOLLARS BEGIN- 8 NING IN 2022.— 9 ‘‘(A) IN GENERAL.—Effective beginning 10 January 1, 2022, notwithstanding the fourth 11 sentence of subsection (d)(1) and subsection 12 (d)(2), the Secretary of the Treasury shall issue 13 quarter dollars that have designs on the reverse 14 selected in accordance with this subsection 15 which are emblematic of the accomplishment of 16 a prominent American woman. 17 ‘‘(B) FLEXIBILITY WITH REGARD TO 18 PLACEMENT OF INSCRIPTIONS.—Notwithstand- 19 ing subsection (d)(1), the Secretary may select 20 a design for quarter dollars referred to in sub- 21 paragraph (A) in which— 22 ‘‘(i) the inscription described in the 23 second sentence of subsection (d)(1) ap- 24 pears on the reverse side of any such quar- 25 ter dollar; and 26 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 3 •S 4730 IS ‘‘(ii) any of the inscriptions described 1 in the third sentence of subsection (d)(1) 2 or the designation of the value of the coin 3 appear on the obverse side of any such 4 quarter dollar. 5 ‘‘(C) SINGLE PROMINENT AMERICAN 6 WOMAN ON EACH QUARTER DOLLAR.—The de- 7 sign on the reverse side of each quarter dollar 8 issued under this subsection shall be emblem- 9 atic of the accomplishments and contributions 10 of one prominent woman of the United States, 11 and may include contributions to the United 12 States in a wide spectrum of accomplishments 13 and fields, including but not limited to suffrage, 14 civil rights, abolition, government, humanities, 15 science, space, and arts, and should honor 16 women from ethnically, racially, and geographi- 17 cally diverse backgrounds. 18 ‘‘(D) ISSUANCE OF QUARTER DOLLARS EM- 19 BLEMATIC OF UP TO FIVE PROMINENT AMER- 20 ICAN WOMEN EACH YEAR.—The designs for the 21 quarter dollars issued during each year of the 22 period of issuance described under paragraph 23 (4) shall be emblematic of up to five prominent 24 American women. 25 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 4 •S 4730 IS ‘‘(E) SELECTION OF PROMINENT AMER- 1 ICAN WOMEN GENERALLY.—The selection of a 2 prominent American woman to be featured 3 under this subsection shall be made by the Sec- 4 retary— 5 ‘‘(i) in accordance with a selection 6 process developed by the Secretary; 7 ‘‘(ii) after soliciting recommendations 8 from the general public for prominent 9 women designs for quarter dollars; and 10 ‘‘(iii) in consultation with the Smith- 11 sonian Institution American Women’s His- 12 tory Initiative, National Women’s History 13 Museum, and the Bipartisan Women’s 14 Caucus. 15 ‘‘(2) DESIGN GENERALLY.—The coins issued in 16 accordance with this subsection shall meet the fol- 17 lowing design requirements— 18 ‘‘(A) IN GENERAL.—All designs under this 19 subsection shall be selected by the Secretary, 20 after consultation with the Commission of Fine 21 Arts and review by the Citizens Coinage Advi- 22 sory Committee. 23 ‘‘(B) OBVERSE.—The design on the ob- 24 verse of the quarter dollars shall maintain a 25 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 5 •S 4730 IS likeness of George Washington, and be designed 1 in a manner, such as with incused inscriptions, 2 so as to distinguish it from the obverse design 3 used during the previous quarters program. 4 ‘‘(3) ISSUANCE OF COINS.—The Secretary shall 5 prescribe, on the basis of such factors as the Sec- 6 retary determines to be appropriate, the number of 7 new designs during each year of the period of 8 issuance, and the number of coins which shall be 9 issued with each of the designs selected for such 10 year. 11 ‘‘(4) PERIOD OF ISSUANCE.— 12 ‘‘(A) IN GENERAL.—The program estab- 13 lished under this subsection shall continue in ef- 14 fect until the end of 2025. 15 ‘‘(B) CONTINUITY.—After 2025, the Sec- 16 retary may continue to issue coins minted dur- 17 ing the program but not yet issued.’’. 18 SEC. 3. ISSUANCE OF REDESIGNED CIRCULATING COINS 19 EMBLEMATIC OF THE UNITED STATES 20 SEMIQUINCENTENNIAL. 21 Section 5112 of title 31, United States Code, is 22 amended by adding at the end the following new sub- 23 section: 24 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 6 •S 4730 IS ‘‘(y) REDESIGN AND ISSUANCE OF COINS EMBLEM- 1 ATIC OF THE UNITED STATES SEMIQUINCENTENNIAL.— 2 ‘‘(1) REDESIGN BEGINNING IN 2026.— 3 ‘‘(A) IN GENERAL.— 4 ‘‘(i) Notwithstanding the 4th, 5th, 5 and 6th sentences of subsection (d)(1), the 6 Secretary may change the design on any of 7 the coins authorized under this section and 8 minted for issuance during the one-year 9 period beginning January 1, 2026, in cele- 10 bration of the United States semiquincen- 11 tennial. 12 ‘‘(ii) Notwithstanding the second and 13 third sentences of subsection (d)(1), the 14 Secretary may place the required inscrip- 15 tions on either the obverse or reverse sides 16 of the coins authorized for redesign under 17 this subsection. 18 ‘‘(B) QUARTER DOLLARS.—The Secretary 19 may issue quarter dollars in 2026 with up to 20 five different designs emblematic of the United 21 States semiquincentennial. One of the quarter 22 dollar designs must be emblematic of a woman’s 23 or women’s contribution to the birth of the Na- 24 tion or the Declaration of Independence or any 25 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 7 •S 4730 IS other monumental moments in American His- 1 tory. 2 ‘‘(C) DOLLARS.—The Secretary may, in 3 addition to the coins produced under sub- 4 sections (r) and (w), mint for issuance during 5 the one-year period beginning January 1, 2026, 6 $1 dollar coins with designs emblematic of the 7 United States semiquincentennial. 8 ‘‘(D) DESIGNS AFTER END OF THE PRO- 9 GRAM.—Beginning in 2027, any coin redesigned 10 under this subsection shall revert to the imme- 11 diately previous designs, with the exception of 12 the quarter dollar and the half dollar, which 13 shall bear designs in accordance with subsection 14 (z). 15 ‘‘(E) REDESIGN DEFINITION.—A redesign 16 authorized under this subsection shall not con- 17 stitute a ‘change’ for purposes of subsection 18 (d)(2). 19 ‘‘(2) SELECTION OF DESIGNS.— 20 ‘‘(A) IN GENERAL.—Each of the designs 21 authorized under this subsection shall be se- 22 lected by the Secretary after consultation with 23 Commission of Fine Arts and review by the 24 Citizens Coinage Advisory Committee. 25 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 8 •S 4730 IS ‘‘(B) DESIGN SELECTION PROCESS.—De- 1 signs shall be developed and selected in accord- 2 ance with the design selection process developed 3 by the Secretary in consultation with the 4 United States Semiquincentennial Commission 5 and with recommendations from the general 6 public.’’. 7 SEC. 4. ISSUANCE OF REDESIGNED QUARTER DOLLARS 8 AND HALF DOLLARS EMBLEMATIC OF 9 SPORTS PLAYED BY AMERICAN YOUTH. 10 Section 5112 of title 31, United States Code, is 11 amended by adding at the end the following new sub- 12 section: 13 ‘‘(z) REDESIGN AND ISSUANCE OF QUARTER DOL- 14 LARS AND HALF DOLLARS EMBLEMATIC OF SPORTS 15 PLAYED BY AMERICAN YOUTH.— 16 ‘‘(1) REDESIGN OF QUARTER DOLLARS BEGIN- 17 NING IN 2027.— 18 ‘‘(A) IN GENERAL.—Effective beginning 19 January 1, 2027, notwithstanding the fourth 20 sentence of subsection (d)(1) and subsection 21 (d)(2), the Secretary shall issue quarter dollars 22 that have designs on the reverse selected in ac- 23 cordance with this subsection which are em- 24 blematic of sports played by American youth. 25 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 9 •S 4730 IS ‘‘(B) FLEXIBILITY WITH REGARD TO 1 PLACEMENT OF INSCRIPTIONS.—Notwithstand- 2 ing subsection (d)(1), the Secretary may select 3 a design for quarter dollars referred to in sub- 4 paragraph (A) in which— 5 ‘‘(i) the inscription described in the 6 second sentence of subsection (d)(1) ap- 7 pears on the reverse side of any such quar- 8 ter dollars; and 9 ‘‘(ii) any of the inscriptions described 10 in the third sentence of subsection (d)(1) 11 or the designation of the value of the coin 12 appear on the obverse side of any such 13 quarter dollars. 14 ‘‘(C) SINGLE SPORT ON EACH QUARTER 15 DOLLAR.—The design on the reverse side of 16 each quarter dollar issued under this subsection 17 shall be emblematic of one sport played by 18 American youth. 19 ‘‘(D) ISSUANCE OF QUARTER DOLLARS EM- 20 BLEMATIC OF UP TO FIVE SPORTS EACH 21 YEAR.—The designs for the quarter dollars 22 issued during each year of the period referred 23 to in paragraph (5) shall be emblematic of up 24 to five sports. 25 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 10 •S 4730 IS ‘‘(E) SELECTION OF SPORTS GEN- 1 ERALLY.—The Secretary shall select the sports 2 to be honored during each year of the period re- 3 ferred to in paragraph (5) after appropriate 4 outreach and consultation with the public. 5 ‘‘(2) REDESIGN OF HALF DOLLARS BEGINNING 6 IN 2027.— 7 ‘‘(A) IN GENERAL.—Effective January 1, 8 2027, notwithstanding the fourth sentence of 9 subsection (d)(1) and subsection (d)(2), the 10 Secretary shall issue half dollars that have de- 11 signs on the reverse selected in accordance with 12 this subsection which are emblematic of a sport 13 tailored to athletes with a range of disabilities, 14 including physical impairment, vision impair- 15 ment and intellectual impairment (referred to in 16 this Act as a ‘Paralympic’ sport). 17 ‘‘(B) FLEXIBILITY WITH REGARD TO 18 PLACEMENT OF INSCRIPTIONS.—Notwithstand- 19 ing subsection (d)(1), the Secretary may select 20 a design for half dollars referred to in subpara- 21 graph (A) in which— 22 ‘‘(i) the inscription described in the 23 second sentence of subsection (d)(1) ap- 24 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 11 •S 4730 IS pears on the reverse side of any such half 1 dollars; and 2 ‘‘(ii) any of the inscriptions described 3 in the third sentence of subsection (d)(1) 4 or the designation of the value of the coin 5 appear on the obverse side of any such half 6 dollars. 7 ‘‘(C) SINGLE PARALYMPIC SPORT ON EACH 8 HALF DOLLAR.—The design on the reverse side 9 of each half dollar issued under this subsection 10 shall be emblematic of one Paralympic sport. 11 ‘‘(D) SELECTION OF SPORTS.—The selec- 12 tion of a Paralympic sport to be honored with 13 a half dollar under this subsection shall be 14 made by the Secretary after consultation with 15 U.S. Paralympics. 16 ‘‘(3) DESIGN GENERALLY.—The coins issued in 17 accordance with this subsection shall meet the fol- 18 lowing design requirements: 19 ‘‘(A) IN GENERAL.—All designs under this 20 subsection shall be selected by the Secretary, 21 after consultation with the Commission of Fine 22 Arts and review by the Citizens Coinage Advi- 23 sory Committee. 24 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 12 •S 4730 IS ‘‘(B) QUARTER DOLLAR OBVERSE.—The 1 design on the obverse of the quarter dollars 2 shall maintain a likeness of George Washington, 3 and be designed in a manner so as to distin- 4 guish it from the obverse design used during 5 the previous quarter dollars program. 6 ‘‘(C) HALF DOLLAR OBVERSE.—The de- 7 sign on the obverse of the half dollar shall 8 maintain a likeness of John Kennedy, and be 9 designed in a manner so as to distinguish it 10 from the obverse design used on the current 11 half dollar. 12 ‘‘(4) ISSUANCE OF COINS.— 13 ‘‘(A) QUARTER DOLLAR.—The quarter dol- 14 lar coins bearing designs under this subsection 15 shall be issued at the rate of up to 5 new de- 16 signs during each year of the period of issuance 17 described under paragraph (5). 18 ‘‘(B) HALF DOLLAR.—The half dollar 19 coins bearing designs under this subsection 20 shall be issued at the rate of 1 new design dur- 21 ing each year of the period of issuance de- 22 scribed under paragraph (5). 23 ‘‘(5) PERIOD OF ISSUANCE.— 24 VerDate Sep 11 2014 22:36 Oct 17, 2020 Jkt 019200 PO 00000 Frm 00012 Fmt 6652 Sfmt 6201 E:\BILLS\S4730.IS S4730 kjohnson on DSK79L0C42PROD with BILLS 13 •S 4730 IS ‘‘(A) IN GENERAL.—The program estab- 1 lished under this subsection shall continue in ef- 2 fect until the end of 2030. 3 ‘‘(B) CONTINUITY.—After the date speci- 4 fied in subparagraph (A), the Secretary may 5 continue to issue coins minted during the pro- 6 gram but not yet issued. 7 ‘‘(6) ACCOMPANYING SPORTS MEDALS.—For 8 every design of a coin honoring a sport issued under 9 this subsection, the Secretary is authorized to design 10 and issue one or more accompanying medals with 11 designs embl [Text truncated for display.
