To amend the Water Resources Development Act of 1986 to require that

nance Trust Fund are used for projects on the Great Lakes Navigation
System, and for other purposes.

referred to the Committee on Environment and Public Works
A BILL
To amend the Water Resources Development Act of 1986
to require that at least 12 percent of amounts appro-
priated out of the Harbor Maintenance Trust Fund are
used for projects on the Great Lakes Navigation System,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Great Lakes Naviga-
4
tion Act of 2020’’.

SEC. 2. GREAT LAKES NAVIGATION SYSTEM.

Section 210 of the Water Resources Development Act
2
of 1986 (33 U.S.C. 2238) is amended—
3
(1) in subsection (c)—
4
(A) by redesignating paragraph (4) as sub-
5
paragraph (A) and indenting appropriately;
6
(B) by inserting after paragraph (3) the
7
following:
8
‘‘(4) GREAT LAKES NAVIGATION SYSTEM.—’’;
9
and
10
(C) in paragraph (4) (as so designated), by
11
adding at the end the following:
12
‘‘(B) REQUIREMENT.—For each fiscal
13
year, of the amounts appropriated out of the
14
Harbor Maintenance Trust Fund, the Secretary
15
shall use not less than 12 percent for projects
16
that are located within the Great Lakes Naviga-
17
tion System.’’; and
18
(2) in subsection (d)(1)(B)—
19
(A) by striking clause (ii);
20
(B) in clause (i), by striking ‘‘; and’’ at the
21
end and inserting a period; and
22
(C) by striking ‘‘the Secretary shall’’ in the
23
matter preceding clause (i) and all that follows
24
through ‘‘5 percent’’ in clause (i) and inserting
