A BILL
To require the Federal Emergency Management Agency to
continue to provide certain supplies to schools that pro-
vide in-person learning.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Masks for Students
4
Act’’.
5
SEC. 2. FEMA PUBLIC ASSISTANCE FOR SCHOOLS.

(a) IN GENERAL.—During the coronavirus emer-
7
gency period, FEMA Policy 104–009–19 (relating to pub-
8
lic assistance), as in effect on the day before the date of
9
enactment of this Act, shall remain in effect to provide

cloth facial coverings to public schools (kindergarten
1
through 12th grade) that provide in-person learning.

(b) CORONAVIRUS EMERGENCY PERIOD.—For pur-
3
poses of this section, the coronavirus emergency period is
4
the period beginning on March 13, 2020, and ending on
5
the later of—
6
(1) the last day on which the declaration of
7
emergency involving Federal primary responsibility
8
determined to exist by the President under section
9
501(b) of the Robert T. Stafford Disaster Relief and
10
Emergency Assistance Act (42 U.S.C. 5191(b)) with
11
respect to the Coronavirus Disease 2019 (COVID–
12
19) is in effect; or
13
(2) the last day on which the declaration of na-
14
tional emergency declared by the President under
15
the National Emergencies Act (50 U.S.C. 1601 et
16
seq.) with respect to the Coronavirus Disease 2019
17
(COVID–19) is in effect.
