A BILL
To establish and support a quantum network infrastructure
research and development program at the Department
of Energy, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Quantum Network In-
4
frastructure Act of 2020’’.
5
SEC. 2. DEFINITIONS.
6
Section 2 of the National Quantum Initiative Act (15
7
U.S.C. 8801) is amended—
8
(1) by redesignating paragraph (7) as para-
9
graph (8); and

(2) by inserting after paragraph (6) the fol-

lowing:

‘‘(7) QUANTUM NETWORK INFRASTRUCTURE.—
3
The term ‘quantum network infrastructure’ means
4
any facility, expertise, or capability that is necessary
5
to enable the development and deployment of scal-
6
able and diverse quantum network technologies.’’.

SEC. 3. DEPARTMENT OF ENERGY QUANTUM NETWORK IN-
8
FRASTRUCTURE RESEARCH AND DEVELOP-
9
MENT PROGRAM.

Title IV of the National Quantum Initiative Act (15
11
U.S.C. 8851 et seq.) is amended by adding at the end
12
the following:
13
‘‘SEC. 403. DEPARTMENT OF ENERGY QUANTUM NETWORK
14
INFRASTRUCTURE RESEARCH AND DEVELOP-
15
MENT PROGRAM.
16
‘‘(a) IN GENERAL.—The Secretary of Energy (re-
17
ferred to in this section as the ‘Secretary’) shall carry out
18
a research, development, and demonstration program to
19
accelerate innovation in quantum network infrastructure
20
in order to—
21
‘‘(1) facilitate the advancement of distributed
22
quantum computing systems through the internet
23
and intranet;

‘‘(2) improve the precision of measurements of
1
scientific phenomena and physical imaging tech-
2
nologies; and
3
‘‘(3) develop secure national quantum commu-
4
nications technologies and strategies.
5
‘‘(b) PROGRAM.—In carrying out this section, the
6
Secretary shall—
7
‘‘(1) coordinate with—
8
‘‘(A) the Director of the National Science
9
Foundation;
10
‘‘(B) the Director of the National Institute
11
of Standards and Technology;
12
‘‘(C) the Chair of the Subcommittee on
13
Quantum Information Science of the National
14
Science and Technology Council established
15
under section 103(a); and
16
‘‘(D) the Chair of the Subcommittee on the
17
Economic and Security Implications of Quan-
18
tum Science;
19
‘‘(2) conduct cooperative research with indus-
20
try, National Laboratories, institutions of higher
21
education, and other research institutions to facili-
22
tate new quantum infrastructure methods and tech-
23
nologies, including—

‘‘(A) quantum-limited detectors, ultra-low
1
loss optical channels, space-to-ground connec-
2
tions, and classical networking and cybersecu-
3
rity protocols;
4
‘‘(B) entanglement and hyper-entangled
5
state sources and transmission, control, and
6
measurement of quantum states;
7
‘‘(C) quantum interconnects that allow
8
short range local connections between quantum
9
processors;
10
‘‘(D) transducers for quantum sources and
11
signals between optical and telecommunications
12
regimes and quantum computer-relevant do-
13
mains, including microwaves;
14
‘‘(E) development of quantum memory
15
buffers and small-scale quantum computers
16
that are compatible with photon-based quantum
17
bits in the optical or telecommunications wave-
18
lengths;
19
‘‘(F) long-range entanglement distribution
20
at both the terrestrial and space-based level
21
using quantum repeaters, allowing entangle-
22
ment-based protocols between small- and large-
23
scale quantum processors;

‘‘(G) quantum routers, multiplexers, re-
1
peaters, and related technologies necessary to
2
create secure long-distance quantum commu-
3
nication; and
4
‘‘(H) integration of systems across the
5
quantum technology stack into traditional com-
6
puting networks, including the development of
7
remote controlled, high performance, and reli-
8
able implementations of key quantum network
9
components;
10
‘‘(3) engage with the Quantum Economic De-
11
velopment Consortium (QED–C) to transition com-
12
ponent technologies to help facilitate as appropriate
13
the development of a quantum supply chain for
14
quantum network technologies;
15
‘‘(4) advance basic research in advanced sci-
16
entific computing and material science to enhance
17
the understanding, prediction, and manipulation of
18
materials and processes relevant to quantum net-
19
work infrastructure;
20
‘‘(5) develop experimental tools and testbeds
21
necessary to support cross-cutting fundamental re-
22
search and development activities with diverse stake-
23
holders from industry and institutions of higher edu-
24
cation; and

‘‘(6) consider quantum network infrastructure
1
applications that span the Department of Energy’s
2
missions in energy, environment, and national secu-
3
rity.
4
‘‘(c) LEVERAGING.—In carrying out this section, the
5
Secretary shall leverage resources, infrastructure, and ex-
6
pertise across the Department of Energy and from—
7
‘‘(1) the National Institute of Standards and
8
Technology;
9
‘‘(2) the National Science Foundation;
10
‘‘(3) the National Aeronautics and Space Ad-
11
ministration;
12
‘‘(4) other relevant Federal agencies;
13
‘‘(5) the National Laboratories;
14
‘‘(6) industry stakeholders;
15
‘‘(7) institutions of higher education; and
16
‘‘(8)
the
National
Quantum
Information
17
Science Research Centers.
18
‘‘(d) RESEARCH PLAN.—Not later than 180 days
19
after the date of the enactment of the Quantum Network
20
Infrastructure Act of 2020, the Secretary shall submit to
21
the Committee on Science, Space, and Technology of the
22
House of Representatives and the Committee on Energy
23
and Natural Resources of the Senate, a 4-year research

plan that identifies and prioritizes basic research needs re-

lating to quantum network infrastructure.

‘‘(e) STANDARD OF REVIEW.—The Secretary shall
3
review activities carried out under this section to deter-
4
mine the achievement of technical milestones.
5
‘‘(f) FUNDING.—Funds authorized to be appro-
6
priated for the Department of Energy’s Office of Science,
7
there shall be made available to the Secretary to carry out
8
the activities under this section, $100,000,000 for each
9
of fiscal years 2021 through 2025.’’.
