PROHIBITION ON RUSSIAN PARTICIPATION IN 1 THE G7. 2 (a) LIMITATION.—Notwithstanding any other provi- 3 sion of law, no Federal funds are authorized to be appro- 4 priated to take any action to support or facilitate— 5 (1) the participation of Russia in a Group of 6 Seven proceeding; or 7 (2) the reconstitution of the Group of Eight to 8 include Russia. 9 (b) TERMINATION.—Subsection (a) shall cease to 10 have any force or effect after the date on which— 11 (1) the Secretary of State and the Director of 12 National Intelligence, in consultation with the Sec- 13 retary of Homeland Security and the Director of the 14 Federal Bureau of Investigation, certify to the ap- 15 propriate congressional committees and leadership 16 that the Government of Russia, and all persons act- 17 ing as an agent of or otherwise on behalf of such 18 government, has halted all interference in United 19 States elections or elections of the other members of 20 the Group of Seven, members of the North Atlantic 21 Treaty Organization (NATO) and the European 22 Union, and other allies and partners; 7 (B) ended its illegal occupation of South 8 Ossetia and Abkhazia and will support efforts 9 for the reintegration of these regions with the 10 Republic of Georgia; and 11 (C) withdrawn its troops and armaments 12 from Transnistria and fully respects Moldova’s 13 sovereignty and territorial integrity. 14 (c) REPORT.—Not later than 60 days after the date 15 of the enactment of this Act, the Secretary of State, in 16 coordination with the Director of National Intelligence 17 and in consultation with the heads of other relevant Fed- 18 eral departments and agencies, shall submit to the appro- 19 priate congressional committees and leadership a report 20 on the threats and challenges of Russia to NATO and the 21 United States in Afghanistan and to United States efforts 22 to counter such threats and challenges, including— 23 (1) an assessment of support provided by the 24 Government of Russia, and all persons acting as an 25 VerDate Sep 11 2014 21:50 Dec 01, 2020 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H8259.RFS H8259 kjohnson on DSK79L0C42PROD with BILLS 4 HR 8259 RFS agent of or otherwise on behalf of such government, 1 for Taliban-linked militants, including— 2 (A) the provision of defense articles, de- 3 fense services, or technology (as such terms are 4 defined and described in the Arms Export Con- 5 trol Act (22 U.S.C. 2751 et seq.)) or financial 6 assistance for purposes that undermine or run 7 counter to the principles agreed upon in the 8 Agreement for Bringing Peace to Afghanistan 9 entered into on February 29, 2020; 10 (B) financial transactions, including trans- 11 actions made through the hawala system, be- 12 tween the individuals and entities of the Gov- 13 ernment of Russia, or individuals or entities 14 acting in connection with that government, to 15 Taliban-linked militants, other militants with 16 connections to Afghanistan, and their inter- 17 mediaries; and 2 (3) a description of the views of the govern- 3 ments of other NATO members, including heads of 4 government, political leaders, and military com- 5 manders in the region on Russian interference and 6 malign influence in Afghanistan. 7 (d) APPROPRIATE CONGRESSIONAL COMMITTEES 8 AND LEADERSHIP.—In this section, the term ‘‘appropriate 9 congressional committees and leadership’’ means— 10 (1) the Committee on Foreign Affairs, the Per- 11 manent Select Committee on Intelligence, the Com- 12 mittee on Homeland Security, and the Speaker, the 13 majority leader, and the minority leader of the 14 House of Representatives; and 15 (2) the Committee on Foreign Relations, the 16 Select Committee on Intelligence, the Committee on 17 Homeland Security, and the majority leader and the 18 minority leader of the Senate. 19 Passed the House of Representatives November 18, 2020.
