To amend the National Trails System Act to designate the
Route 66 National Historic Trail, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Route 66 National
4
Historic Trail Designation Act’’.
5
SEC. 2. DESIGNATION OF THE ROUTE 66 NATIONAL HIS-
6
TORIC TRAIL.

Section 5(a) of the National Trails System Act (16
8
U.S.C. 1244(a)) is amended by adding at the end the fol-
9
lowing:

‘‘(31) ROUTE 66 NATIONAL HISTORIC TRAIL.—

‘‘(A) IN
GENERAL.—The Route 66 Na-
2
tional Historic Trail, a trail that includes all
3
the alignments of U.S. Highway 66 in existence
4
between 1926 and 1985, extending along a
5
route of approximately 2,400 miles from Chi-
6
cago, Illinois, to Santa Monica, California, as
7
generally depicted on the map entitled ‘Route
8
66 National Historic Trail, Proposed Route’,
9
numbered P26/141,279, and dated December
10
2017.

‘‘(B) AVAILABILITY
OF
MAP.—The map
12
described in subparagraph (A) shall be on file
13
and available for public inspection in the appro-
14
priate offices of the National Park Service, De-
15
partment of the Interior.
16
‘‘(C) ADMINISTRATION.—The Route 66
17
National Historic Trail shall be administered by
18
the Secretary of the Interior, acting through
19
the Director of the National Park Service. Such
20
administration shall be conducted in a manner
21
that respects and maintains the idiosyncratic
22
nature of the Route 66 National Historic Trail.

‘‘(D) LAND
ACQUISITION.—The United
24
States may not acquire for the Route 66 Na-

tional Historic Trail any land or interest in
1
land—
2
‘‘(i) outside the exterior boundary of
3
any federally managed area without the
4
consent of the owner of the land or interest
5
in land; or
6
‘‘(ii) that extends more than an aver-
7
age of one-quarter of a mile on either side
8
of the trail.
9
‘‘(E) NO BUFFER ZONE CREATED.—Noth-
10
ing in this Act, the acquisition of the land or
11
an interest in land authorized by this Act, or
12
the management plan for the Route 66 Na-
13
tional Historic Trail shall be construed to cre-
14
ate buffer zones outside of the Trail. That ac-
15
tivities or uses can be seen, heard, or detected
16
from the acquired land shall not preclude, limit,
17
control, regulate, or determine the conduct or
18
management of activities or uses outside of the
19
trail.

‘‘(F) ENERGY.—Nothing in this Act, the
21
acquisition of land or an interest in land au-
22
thorized by this Act, or the management plan
23
for the Route 66 National Historic Trail shall

prohibit, hinder, or disrupt the development,

production, or transmission of energy.

‘‘(G) EMINENT
DOMAIN
OR
CONDEMNA-
3
TION.—In carrying out this Act, the Secretary
4
of the Interior may not use eminent domain or
5
condemnation.’’.
