from the authority of such Act, to remove the gray wolf from the
lists of threatened species and endangered species published pursuant
to such Act, and for other purposes.

A BILL
To amend the Endangered Species Act of 1973 to exclude
the gray wolf from the authority of such Act, to remove
the gray wolf from the lists of threatened species and
endangered species published pursuant to such Act, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Managing Predators
4
Act’’.

SEC. 2. GRAY WOLF EXCLUDED.

Section 4(a) of the Endangered Species Act of 1973
2
(16 U.S.C. 1533(a)) is amended—
3
(1) in paragraph (1), by striking ‘‘The Sec-
4
retary shall by regulation’’ and inserting ‘‘Except as
5
provided in paragraph (4), the Secretary shall by
6
regulation’’; and
7
(2) by adding at the end the following:
8
‘‘(4) APPLICABILITY TO THE GRAY WOLF.—
9
‘‘(A) IN GENERAL.—Notwithstanding any other
10
provision of law, this Act does not apply to the gray
11
wolf (Canis lupus) in Wisconsin, Michigan, Min-
12
nesota, and Wyoming.

‘‘(B) DELISTING.—Notwithstanding any other
14
provision of law, the gray wolf (Canis lupus) in Wis-
15
consin, Michigan, Minnesota, and Wyoming is re-
16
moved from the lists of threatened species and en-
17
dangered species that are published pursuant to this
18
Act.

‘‘(C) AUTHORITY IN OTHER STATES.—Notwith-
20
standing any other provision of law, with respect to
21
a State other than Wisconsin, Michigan, Minnesota,
22
or Wyoming, if the population of the gray wolf
23
(Canis lupus) in such State, as estimated by the
24
agency of such State that has primary authority
25
over wildlife management and conservation, is at or

above a population goal established by such agency,

the Secretary may not make a determination under
2
paragraph (1) that the gray wolf (Canis lupus) in
3
such State is an endangered species or threatened
4
species.’’.

SEC. 3. DELISTING OF GRAY WOLF IN CERTAIN STATES.

Notwithstanding any other provision of law, the gray
7
wolf (Canis lupus) in Wisconsin, Michigan, Minnesota,
8
and Wyoming is removed from the lists of threatened spe-
9
cies and endangered species that are published pursuant
10
to the Endangered Species Act of 1973 (16 U.S.C. 1531
11
et seq.).
