To prohibit the obstruction of emergency vehicles.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stop Blocking Hos-
4
pitals Act’’.
5
SEC. 2. OBSTRUCTION OF AN EMERGENCY VEHICLE.

(a) PROHIBITION.—Chapter 2 of title 18, United
7
States Code is amended by adding at the end the fol-
8
lowing:

‘‘§ 40C. Obstruction of an emergency vehicle

‘‘(a) OFFENSE.—It shall be unlawful for any person,
2
using a channel, facility, or instrumentality of interstate
3
or foreign commerce or otherwise affecting interstate or
4
foreign commerce, to knowingly obstruct, delay, or pre-
5
vent—
6
‘‘(1) any ambulance or emergency vehicle from
7
responding to a call or transporting an individual to
8
a hospital;
9
‘‘(2) any vehicle used by a fire department, or
10
any officer or member of a fire department, from re-
11
sponding to a call or transporting an individual to
12
a hospital; or
13
‘‘(3) any vehicle used by a State or local law en-
14
forcement agency, or any officer of the State or local
15
law enforcement agency, from responding to a call or
16
transporting an individual to a hospital.

‘‘(b) PENALTY.—Any person who violates subsection
18
(a) shall be fined under this title, imprisoned not less than
19
1 year nor more than 5 years, or both.’’.

(b) TECHNICAL AND CONFORMING AMENDMENT.—
21
The table of sections for chapter 2 of title 18, United
22
States Code, is amended by inserting after the item relat-
23
ing to section 40B the following:
24
‘‘40C. Obstruction of an emergency vehicle.’’.
