A BILL
To ensure the availability of mail collection boxes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Post Office Security
4
and Transparency Act of 2020’’ or the ‘‘POST Act’’.
5
SEC. 2. MAIL COLLECTION BOXES.
6
(a) DEFINITIONS.—In this section—
7
(1) the term ‘‘appropriate congressional com-
8
mittees’’ means—
9
(A) the Committee on Homeland Security
10
and Governmental Affairs of the Senate;

(B) the Committee on Appropriations of

the Senate;
2
(C) the Committee on Oversight and Re-
3
form of the House of Representatives; and
4
(D) the Committee on Appropriations of
5
the House of Representatives;
6
(2) the term ‘‘collection box’’ means a recep-
7
tacle where a postal customer can deposit mail, in-
8
cluding—
9
(A) a blue, freestanding unit;
10
(B) a post-mounted unit; and
11
(C) a chute in a building; and
12
(3) the term ‘‘Postal Service’’ means the United
13
States Postal Service.

(b) MORATORIUM ON COLLECTION BOX REMOVAL;
15
RESTORATION OF REMOVED BOXES.—
16
(1) MORATORIUM.—The Postal Service may not
17
remove any collection box during the period begin-
18
ning on the date of enactment of this Act and end-
19
ing on the later of—
20
(A) the date that is 180 days after the
21
date of enactment of this Act; or
22
(B) the date on which the Postal Service
23
submits the report to Congress under sub-
24
section (c).

(2) RESTORATION
OF
REMOVED
COLLECTION
1
BOXES.—Not later than 14 days after the date of
2
enactment of this Act, the Postal Service shall re-
3
store or replace any collection box that the Postal
4
Service removed during the period beginning on
5
June 16, 2020, and ending on the day before the
6
date of enactment of this Act.
7
(c) REPORT TO CONGRESS.—As soon as practicable
8
after the date of enactment of this Act, the Postal Service
9
shall submit a report to the appropriate congressional
10
committees that includes—
11
(1) the metrics used to make decisions on col-
12
lection box removals during fiscal year 2020;
13
(2) the methods used to provide public notice of
14
collection box removals during fiscal year 2020;
15
(3) a cost-benefit analysis of collection box re-
16
movals that occurred during fiscal year 2020;
17
(4) a demographic analysis of the individuals
18
who were most likely to use collection boxes during
19
fiscal year 2020; and
20
(5) with respect to collection boxes that were
21
relocated during fiscal year 2020 to increase public
22
access to collection boxes—
23
(A) the new and old location of each collec-
24
tion box; and
