FINDINGS. 1 The Congress finds the following: 2 (1) In 1969, the National Women’s Hall of 3 Fame was established in Seneca Falls, New York, 4 the location of the first Women’s Rights Convention 5 in 1848. A total of 276 women have been inducted 6 represented well by the first class that included Jane 7 Addams, Marian Anderson, Susan B. Anthony, 8 Clara Barton, Mary MacLeod Bethune, Elizabeth 9 Blackwell, Pearl S. Buck, Rachel Carson, Mary 10 Cassatt, Emily Dickinson, Amelia Earhart, Alice 11 Hamilton, Helen Hayes, Helen Keller, Eleanor Roo- 12 sevelt, Florence Sabin, Margaret Chase Smith, Eliz- 13 abeth Cady Stanton, Helen Brooke Taussig, and 14 Harriet Tubman. 15 (2) The National Women’s Hall of Fame is the 16 Nation’s oldest membership organization dedicated 17 to recognizing and celebrating the achievements of 18 great American women. 19 (3) The involvement of women in the Nation’s 20 history is inadequately chronicled, commemorated, 21 and celebrated as reflected in the following: 22 (A) Fewer than 5 percent of the 2,596 na- 23 tional historic landmarks chronicle women’s 24 achievements. 25 VerDate Sep 11 2014 07:31 Sep 15, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8242.IH H8242 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 8242 IH (B) Only nine of the 112 statues in the 1 Capitol’s Statuary Hall are of women. 2 (C) The National Park Service notes that 3 only three of the 130 national monuments in 4 the United States are dedicated to historic fe- 5 male figures. 6 (D) Of the 5,575 outdoor sculpture por- 7 traits of historical figures in the United States, 8 559 portray women according to the Smithso- 9 nian American Art Museum’s online inventories 10 catalog. 11 (E) Six of the 89 National Historic Sites 12 commemorate women. 13 (F) Only 219 United States Postal Stamps 14 were issued to commemorate women. 15 (4) The National Women’s Hall of Fame will 16 complete rehabilitation of its new home at the 17 former Seneca Falls Knitting Mill, which is a his- 18 toric building included in the National Historic Reg- 19 istry. This pro- 3 gram will provide important lessons on the impact 4 that women have had on mathematics, geography, 5 education, sciences, medicine, military, government, 6 civil rights, economics, industrial technology, arts, 7 and communication. 8 SEC. 3. COIN SPECIFICATIONS. 9 (a) DENOMINATIONS.—In recognition and celebration 10 of the National Women’s Hall of Fame, the Secretary of 11 the Treasury (hereafter in this Act referred to as the ‘‘Sec- 12 retary’’) shall mint and issue the following coins: 13 (1) $5 GOLD COINS.—Not more than 50,000 $5 14 coins, which shall— 15 (A) weigh 8.359 grams; 16 (B) be struck on a planchet having diame- 17 ter of 0.850 inches; and 18 (C) contain not less than 90 percent gold. 19 (2) $1 SILVER COINS.—Not more than 400,000 20 $1 coins, which shall— 21 (A) weigh 26.73 grams; 22 (B) be struck on a planchet having a di- 23 ameter of 1.500 inches; and 24 (C) contain not less than 90 percent silver. 25 VerDate Sep 11 2014 07:31 Sep 15, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H8242.IH H8242 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 8242 IH (3) HALF-DOLLAR CLAD COINS.—Not more 1 than 750,000 half-dollar coins which shall— 2 (A) weigh 11.34 grams; 3 (B) be struck on a planchet having a di- 4 ameter of 1.205 inches; and 5 (C) be minted to the specifications for half- 6 dollar coins contained in section 5112(b) of title 7 31, United States Code. 8 (4) PROOF SILVER $1 COINS.—Not more than 9 100,000 proof $1 silver coins which shall— 10 (A) weigh 5 ounces; 11 (B) be struck on a planchet having a di- 12 ameter of 3 inches; and 13 (C) contain .999 fine silver. 14 (b) LEGAL TENDER.—The coins minted under this 15 Act shall be legal tender, as provided in section 5103 of 16 title 31, United States Code. 17 (c) NUMISMATIC ITEMS.—For purposes of sections 18 5134 and 5136 of title 31, United States Code, all coins 19 minted under this Act shall be considered to be numis- 20 matic items. 21 (d) SENSE OF CONGRESS.—It is the sense of Con- 22 gress that, to the extent possible without significantly add- 23 ing to the purchase price of the coins, the coins minted 24 VerDate Sep 11 2014 07:31 Sep 15, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H8242.IH H8242 kjohnson on DSK79L0C42PROD with BILLS 6 •HR 8242 IH under this Act should be produced in a fashion that pro- 1 vides a more dramatic display of the obverse design. 2 SEC. 4. DESIGNS OF COINS. 3 (a) DESIGNS REQUIREMENTS.— 4 (1) IN GENERAL.—The designs of the coins 5 minted under this section shall be emblematic of the 6 impact that women have had on mathematics, geog- 7 raphy, education, sciences, medicine, military, gov- 8 ernment, civil rights, economics, industrial tech- 9 nology, arts, and communication. 10 (2) DESIGNATION AND INSCRIPTIONS.—On 11 each coin minted under this Act there shall be— 12 (A) a designation of the denomination of 13 the coin; 14 (B) an inscription of the year ‘‘2023’’; and 15 (C) inscriptions of the words ‘‘Liberty’’, 16 ‘‘In God We Trust’’, ‘‘United States of Amer- 17 ica’’, and ‘‘E Pluribus Unum’’. 18 (b) SELECTION.—The designs of the coins minted 19 under this Act shall be— 20 (1) selected by the Secretary after consultation 21 with— 22 (A) the National Women’s Hall of Fame; 23 and 24 (B) the Commission of Fine Arts; and 25 VerDate Sep 11 2014 07:31 Sep 15, 2020 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H8242.IH H8242 kjohnson on DSK79L0C42PROD with BILLS 7 •HR 8242 IH (2) reviewed by the Citizens Coinage Advisory 1 Committee. 2 SEC. 5. ISSUANCE OF COINS. 3 (a) QUALITY OF COINS.—Coins minted under this 4 Act shall be issued in uncirculated and proof qualities. 5 (b) PERIOD FOR ISSUANCE.—The Secretary may 6 issue coins minted under this Act only during the 1-year 7 period beginning on January 1, 2023. 8 SEC. 6. SALE OF COINS. 9 (a) SALE PRICE.—The coins issued under this Act 10 shall be sold by the Secretary at a price equal to the sum 11 of— 12 (1) the face value of the coins; 13 (2) the surcharge provided in section 7(a) with 14 respect to such coins; and 15 (3) the cost of designing and issuing the coins 16 (including labor, materials, dies, use of machinery, 17 winning design compensation, overhead expenses, 18 marketing, and shipping). 19 (b) BULK SALES.—The Secretary shall make bulk 20 sales of the coins issued under this Act at a reasonable 21 discount. 22 (c) PREPAID ORDERS.— 23 VerDate Sep 11 2014 07:31 Sep 15, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H8242.IH H8242 kjohnson on DSK79L0C42PROD with BILLS 8 •HR 8242 IH (1) IN GENERAL.—The Secretary shall accept 1 prepaid orders for the coins minted under this Act 2 before the issuance of such coins. 3 (2) DISCOUNT.—Sale prices with respect to pre- 4 paid orders under paragraph (1) shall be at a rea- 5 sonable discount. 6 (d) MARKETING AND EDUCATIONAL CAMPAIGN.— 7 The Secretary shall develop and execute a marketing, pro- 8 motion, and educational program to promote the collecting 9 of the coins authorized under this Act. 10 SEC. 7. SURCHARGES. 11 (a) IN GENERAL.—All sales of coins minted under 12 this Act shall include a surcharge as follows: 13 (1) A surcharge of $35 per coin for the $5 coin. 14 (2) A surcharge of $10 per coin for the $1 coin 15 described under section 3(a)(2). 16 (3) A surcharge of $5 per coin for the half-dol- 17 lar coin. 18 (4) A surcharge of $50 per coin for the $1 coin 19 described under section 3(a)(4) 20 (b) DISTRIBUTION.—Subject to section 5134(f) of 21 title 31, United States Code, all surcharges received by 22 the Secretary from the sale of coins issued under this Act 23 shall be promptly paid by the Secretary to the National 24 Women’s Hall of Fame Foundation to establish an endow- 25 VerDate Sep 11 2014 07:31 Sep 15, 2020 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H8242.IH H8242 kjohnson on DSK79L0C42PROD with BILLS 9 •HR 8242 IH ment fund that will provide long-term financing for the 1 National Women’s Hall of Fame’s operations. 2 (c) AUDITS.—The National Women’s Hall of Fame 3 Foundation shall be subject to the audit requirements of 4 section 5134(f)(2) of title 31, United States Code, with 5 regard to the amounts received under subsection (b). 6 (d) LIMITATION.—Notwithstanding subsection (a), 7 no surcharge may be included with respect to the issuance 8 under this Act of any coin during a calendar year if, as 9 of the time of such issuance, the issuance of such coin 10 would result in the number of commemorative coin pro- 11 grams issued during such year to exceed the annual com- 12 memorative coin program issuance limitation under sec- 13 tion 5112(m)(1) of title 31, United States Code (as in ef- 14 fect on the date of the enactment of this Act). The Sec- 15 retary of the Treasury may issue guidance to carry out 16 this subsection. 17 SEC. 8.
