To extend certain deadlines for the 2020 decennial census.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘2020 Census Deadline
4
Extensions Act’’.

SEC. 2. CENSUS DEADLINE MODIFICATION.

Notwithstanding the timetables provided in sub-
7
sections (b) and (c) of section 141 of title 13, United
8
States Code, and section 22(a) of the Act entitled ‘‘An
9
Act to provide for the fifteenth and subsequent decennial
10
censuses and to provide for apportionment of Representa-

tives in Congress’’, approved June 18, 1929 (2 U.S.C.
1
2a(a)), for the 2020 decennial census of population—
2
(1) the tabulation of total population by States
3
required by subsection (a) of such section 141 for
4
the apportionment of Representatives in Congress
5
among the several States shall be—
6
(A) completed and reported by the Sec-
7
retary of Commerce (referred to in this section
8
as the ‘‘Secretary’’) to the President not earlier
9
than 1 year and not later than 13 months after
10
the decennial census date of April 1, 2020; and
11
(B) made public by the Secretary not later
12
than the date on which the tabulation is re-
13
ported to the President under subparagraph
14
(A);
15
(2) the President shall transmit to Congress a
16
statement showing the whole number of persons in
17
each State, and the number of Representatives to
18
which each State would be entitled under an appor-
19
tionment of the then existing number of Representa-
20
tives, as required by such section 22(a), and deter-
21
mined solely as described therein, not later than 14
22
days after receipt of the tabulation reported by the
23
Secretary; and

(3) the tabulations of population required by

subsection (c) of such section 141 shall be completed
2
by the Secretary as expeditiously as possible after
3
the decennial census date of April 1, 2020, taking
4
into account the deadlines of each State for legisla-
5
tive apportionment or districting, and reported to
6
the Governor of the State involved and to the offi-
7
cers or public bodies having responsibility for legisla-
8
tive apportionment or districting of that State, ex-
9
cept that the tabulations of population of each State
10
requesting a tabulation plan, and basic tabulations
11
of population of each other State, shall be com-
12
pleted, reported, and transmitted to each respective
13
State not later than 16 months after the decennial
14
census date of April 1, 2020.

SEC. 3. 2020 CENSUS OPERATIONS.

For the 2020 decennial census of population, the Bu-
17
reau of the Census may not conclude the Nonresponse
18
Followup operation or the Self-Response operation before
19
October 31, 2020.
