To require the Secretary of the Interior to conduct an ap-
praisal of certain land within Wrangell-St. Elias National
Park and Preserve, Alaska, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Orange Hill Appraisal
4
and Conservation Act of 2020’’.

SEC. 2. DEFINITIONS.

(1) MAP.—The term ‘‘map’’ means the Na-
1
tional Park Service map entitled ‘‘lllllll’’
2
and dated lllllll.

(2) NEJV.—The term ‘‘NEJV’’ means North-
4
west Explorations Joint Venture, the owners of the
5
Orange Hill Parcel.
6
(3) ORANGE HILL PARCEL.—The term ‘‘Orange
7
Hill Parcel’’ means the approximately 363 acres
8
known as Tract No. 32–101, US Mineral Survey
9
No. 1414, Chitina Recording District, Third Judicial
10
District, State of Alaska, and generally depicted on
11
the map as ‘‘llllllllll’’.

(4) SECRETARY.—The term ‘‘Secretary’’ means
13
the Secretary of the Interior.

SEC. 3. APPRAISAL OF ORANGE HILL PARCEL.

(a) IN GENERAL.—Not later than 180 days after the
16
date of the enactment of this Act, the value of the surface
17
and subsurface estate of the Orange Hill Parcel shall be
18
determined by the Secretary through an appraisal per-
19
formed in accordance with—
20
(1) the Uniform Appraisal Standards for Fed-
21
eral Land Acquisitions; and
22
(2) the Uniform Standards of Professional Ap-
23
praisal Practice.

(b) APPRAISER.—The appraisal required by sub-
1
section (a) shall be performed by an independent and
2
qualified appraiser—
3
(1) selected by NEJV; and
4
(2) approved by the Secretary.
5
(c) MINERALS.—The appraisal required by sub-
6
section (a) shall take into account mineral and technical
7
reports provided by the Secretary and NEJV in the eval-
8
uation of mineral deposits on the Orange Hill Parcel.
9
(d) COSTS.—NEJV shall pay to the Secretary all
10
costs related to the appraisal required by subsection (a)
11
and other administrative costs.

SEC. 4. MAP.
13
(a) AVAILABILITY OF MAP.—The Secretary shall file
14
the map and make the map available for public inspection
15
in the Superintendent’s Office of the Wrangell-St. Elias
16
National Park and Preserve.
17
(b) CORRECTIONS OF ERRORS.—The Secretary may
18
correct minor errors in the map.
