PAYMENT BY CHARGE CARD FOR CHARGING FED- 1 ERAL ELECTRIC MOTOR VEHICLES. 2 (a) DEFINITIONS.—In this Act— 3 (1) the term ‘‘Administrator’’ means the Ad- 4 ministrator of General Services; 5 (2) the term ‘‘charge card’’— 6 (A) means a card, plate, coupon book, or 7 other means existing for the purpose of obtain- 8 ing money, property, labor, or services; and 9 (B) includes— 10 (i) a card issued under the GSA 11 SmartPay program; and 12 (ii) a Fleet Services card; 13 (3) the term ‘‘covered electric motor vehicle’’ 14 means a passenger carrier that is— 15 (A) a passenger motor vehicle; and 16 (B) an electric motor vehicle; 17 (4) the term ‘‘electric motor vehicle’’ has the 18 meaning given the term in section 601 of the Energy 19 Policy Act of 1992 (42 U.S.C. 13271); 20 (5) the term ‘‘electric motor vehicle charging 21 station’’ means a battery-charging station that per- 22 mits the transfer of electric energy (by conductive or 23 inductive means) to a battery or other storage device 24 in an electric motor vehicle; and 25 VerDate Sep 11 2014 23:11 Sep 09, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H8191.IH H8191 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 8191 IH (6) the terms ‘‘Federal agency’’ and ‘‘passenger 1 carrier’’ have the meanings given those terms in sec- 2 tion 1344(h) of title 31, United States Code. 3 (b) GUIDANCE.—Not later than 180 days after the 4 date of enactment of this Act, the Administrator shall 5 issue guidance to clarify that each Federal agency may, 6 in accordance with section 1344 of title 31, United States 7 Code— 8 (1) charge a covered electric motor vehicle at a 9 commercial electric motor vehicle charging station; 10 and 11 (2) pay for a transaction described in para- 12 graph (1) with a charge card. 13 (c) ISSUANCE OF CHARGE CARDS.—Not later than 14 180 days after the date of enactment of this Act, the Ad- 15 ministrator shall issue to each Federal agency a charge 16 card for each covered electric motor vehicle of the Federal 17 agency that may be used by an officer or employee of the 18 Federal agency to pay for charging the covered motor ve- 19 hicle in accordance with the guidance issued under sub- 20 section (b). 21 Æ VerDate Sep 11 2014 23:11 Sep 09, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H8191.IH H8191 pamtmann on DSKBC07HB2PROD with BILLS
