To hold individuals convicted of Federal offenses during the course of protests
financially liable for the cost of Federal policing, and for other purposes.
IN THE HOUSE OF REPRESENTATIVES

Mr. BANKS introduced the following bill; which was referred to the Committee
on the Judiciary, and in addition to the Committee on Ways and Means,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of the
committee concerned
A BILL
To hold individuals convicted of Federal offenses during the
course of protests financially liable for the cost of Fed-
eral policing, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Support Peaceful Pro-
4
test Act’’.

SEC. 2. ORDER OF RESTITUTION.

In the case of an individual convicted of a Federal
7
offense related to the individual’s conduct at and during

the course of a protest with respect to which a Federal

law enforcement officer was engaged in policing activity,
2
the court shall, in addition to the penalty for such convic-
3
tion, order the individual to pay an order of restitution
4
to the appropriate Federal law enforcement agency in an
5
amount that is equal to the cost of such policing activity,
6
as determined by the court.

SEC. 3. INELIGIBILITY FOR ENHANCED FEDERAL UNEM-
8
PLOYMENT BENEFITS.

An individual convicted of a Federal offense related
10
to the individual’s conduct at and during the course of
11
a protest, is ineligible for any Federal Pandemic Unem-
12
ployment Compensation under section 2104 of the
13
CARES Act (15 U.S.C. 9023) or any other Federal sup-
14
plemental
unemployment
compensation
during
the
15
COVID–19 public health emergency (as such term is de-
16
fined in section 2102 of the CARES Act (15 U.S.C.
17
9021).
