To amend the Act entitled ‘‘An Act to authorize certain
appropriations for the territories of the United States,
to amend certain Acts relating thereto, and for other
purposes’’ to provide partial advanced payment for
grants awarded to Insular Areas, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Insular Area Liquidity
4
Act’’.

SEC. 2. CAPITAL ADVANCE FOR GRANTS AWARDED TO IN-

SULAR AREAS.

Section 501 of the Act entitled ‘‘An Act to authorize
3
certain appropriations for the territories of the United
4
States, to amend certain Acts relating thereto, and for
5
other purposes’’ (48 U.S.C. 1469a; Public Law 95–134)
6
is amended by adding at the end the following:
7
‘‘(e) Each department or agency making a grant to
8
an Insular Area shall provide to the Insular Area—
9
‘‘(1) not less than 50 percent of the grant
10
funds through advanced payments, as defined in sec-
11
tion 200.3 of title 2, Code of Federal Regulations;
12
and
13
‘‘(2) additional monitoring and technical assist-
14
ance to manage the grant funds.’’.

SEC. 3. EFFECTIVE DATE.
16
The amendment made by this Act shall take effect
17
on October 1 of the first fiscal year that begins after the
18
date of the enactment of this Act.
