STANDARDIZATION OF APPLICATIONS FOR CER- 1 TAIN PROGRAMS OF THE TRANSPORTATION 2 SECURITY ADMINISTRATION. 3 (a) IN GENERAL.—The Administrator of the Trans- 4 portation Security Administration (TSA) shall take such 5 actions as are necessary to standardize the enrollment and 6 renewal system for individuals applying for or renewing 7 multiple TSA Security Threat Assessment programs, in- 8 cluding the TWIC, HAZMAT Endorsement, and TSA 9 PreCheck programs of the Administration (or any related 10 successor programs), to permit an individual to— 11 (1) enroll at a TSA-designated universal enroll- 12 ment center once and use the application for one of 13 such programs to enroll in two or more of such pro- 14 grams; 15 (2) pay a fee that is less than the sum of the 16 fees charged individually for each separate applica- 17 tion; and 18 (3) undergo a streamlined and expeditious re- 19 newal process. 20 (b) PUBLICATION.—The Administrator of the Trans- 21 portation Security Administration shall post on a publicly 22 available webpage of the Administration information relat- 23 ing to the standardization of the enrollment system for 24 individuals applying for multiple TSA Security Threat As- 25 sessment programs described in subsection (a). 26 VerDate Sep 11 2014 00:49 Aug 29, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7987.IH H7987 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 7987 IH (c) BRIEFING.—Not later than six months after the 1 date of the enactment of this Act, the Administrator of 2 the Transportation Security Administration shall brief 3 Congress on progress made toward the implementation of 4 this section. 5 (d) DEADLINE.—Not later than 18 months after the 6 date of the enactment of this Act, the Administrator of 7 the Transportation Security Administration shall complete 8 the standardization of the enrollment and renewal system 9 for individuals applying for or renewing multiple TSA Se- 10 curity Threat Assessment programs described in sub- 11 section (a). 12 (e) DEFINITIONS.—In this Act: 13 (1) HAZMAT ENDORSEMENT.—The term 14 ‘‘HAZMAT Endorsement’’ means a hazardous mate- 15 rials endorsement on a commercial driver’s license 16 issued by a State under section 5103a of title 49, 17 United States Code. 18 (2) TSA PRECHECK.—The term ‘‘TSA 19 PreCheck’’ means the trusted traveler program of 20 the Transportation Security Administration under 21 section 109(a)(3) of the Aviation and Transportation 22 Security Act (49 U.S.C. 114 note) and section 23 44919 of title 49, United States Code. 24 VerDate Sep 11 2014 00:49 Aug 29, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7987.IH H7987 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 7987 IH (3) TWIC.—The term ‘‘TWIC’’ means a valid 1 transportation security card issued by the Secretary 2 of the department in which the Coast Guard is oper- 3 ating under section 70105 of title 46, United States 4 Code. 5 Æ VerDate Sep 11 2014 00:49 Aug 29, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H7987.IH H7987 pamtmann on DSKBC07HB2PROD with BILLS
