A BILL
To maintain prompt and reliable postal services during the
COVID–19 health emergency, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Delivering for America
4
Act’’.
5
SEC. 2. PROMPT AND RELIABLE POSTAL SERVICES DURING
6
COVID–19 PANDEMIC.
7
(a) DEFINITIONS.—In this section:
8
(1) the term ‘‘COVID–19 public health emer-
9
gency’’ means the public health emergency declared

by the Secretary of Health and Human Services

under section 319 of the Public Health Service Act
2
(42 U.S.C. 247d) on January 31, 2020, with respect
3
to COVID–19, including any renewal of that dec-
4
laration; and
5
(2) the term ‘‘Postal Service’’ means the United
6
States Postal Service.

(b) REQUIREMENT.—During the period beginning on
8
the date of enactment of this Act and ending on the last
9
day of the COVID–19 public health emergency or January
10
1, 2021, whichever is later, the Postal Service may not
11
implement or approve any change to the operations of the
12
Postal Service within the statutory discretion of the Postal
13
Service, or to the level of service provided by the Postal
14
Service, relative to the operations and level of service, re-
15
spectively, in effect on January 1, 2020, that would im-
16
pede prompt, reliable, and efficient services, including any
17
of the following changes:
18
(1) Any change in the nature of postal services
19
that will generally affect service on a nationwide or
20
substantially nationwide basis.
21
(2) Any revision of service standards.
22
(3) Any closure or consolidation, or reduction of
23
operating hours, of any post office.

(4) Any prohibition on payment of overtime pay

to officers or employees of the Postal Service.
2
(5) Any change that would prevent the Postal
3
Service from meeting its service standards or cause
4
a decline in measurements of performance relative to
5
those service standards.
6
(6) Any change that would have the effect of
7
delaying mail, allowing for the non-delivery of mail
8
to a delivery route, or increasing the volume of unde-
9
livered mail.
