duced the following bill; which was referred to the Committee on Ways

A BILL
To clarify the eligibility of high school students to receive
Pandemic Unemployment Compensation, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘High School Student
4
Unemployment Eligibility Clarification Act of 2020’’.
5
SEC. 2. INCLUSION OF HIGH SCHOOL STUDENTS.

(a) IN GENERAL.—Section 2102(a) of the Relief for
7
Workers Affected by Coronavirus Act (contained in sub-
8

title A of title II of division A of the CARES Act (Public
1
Law 116–136)) is amended—
2
(1) in subparagraph (A)(ii)(II), by striking
3
‘‘and’’ at the end;
4
(2) by redesignating subparagraph (B) as sub-
5
paragraph (C); and
6
(3) by inserting after subparagraph (A) the fol-
7
lowing:
8
‘‘(B) includes an individual who meets the
9
criteria described in subparagraph (A) and is a
10
student attending, doing distance learning
11
through, or on vacation from, a secondary
12
school (as defined in section 8101 of the Ele-
13
mentary and Secondary Education Act of 1965
14
(20 U.S.C. 7801)), regardless of whether the
15
individual is able to accept employment during
16
school hours; and’’.
17
(b) EFFECTIVE DATE.—The amendments made by
18
subsection (a) shall be effective as if enacted on the date
19
of enactment of the CARES Act (Public Law 116–136).
