A BILL
To amend the Food and Nutrition Act of 2008 to provide
an incentive for households participating in the supple-
mental nutrition assistance program to purchase certain
nutritious fruits and vegetables that are beneficial to
good health.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘SNAP Healthy Incen-
4
tives Act of 2020’’.

SEC. 2. AMENDMENTS.

(a) DEFINITION.—Section 3 of the Food and Nutri-
2
tion Act of 2008 (7 U.S.C. 2012) is amended—
3
(1) in subsection (k) by inserting ‘‘, unless the
4
context specifies otherwise,’’ after ‘‘means’’;
5
(2) by redesignating subsections (u) and (v) as
6
subsections (v) and (w), respectively; and
7
(3) by inserting after subsection (t) the fol-
8
lowing:
9
‘‘(u) ‘Supplemental fruits and vegetables’ means
10
those fruits and vegetables containing nutrients that pro-
11
mote the health of the population served by the supple-
12
mental nutrition assistance program, as determined by the
13
Secretary by rule.’’.

(b) INCREASE IN VALUE OF ALLOTMENT.—Section
15
8 of the Food and Nutrition Act of 2008 (7 U.S.C. 2017)
16
is amended by adding at the end the following:

‘‘(g) INCREASE
IN VALUE
OF ALLOTMENT.—The
18
value of an allotment, determined under this section with-
19
out regard to this subsection and issued to a household
20
for a month, shall be increased by 30 percent of the cost
21
of supplemental fruits and vegetables purchased by such
22
household during such month, but not to exceed an aggre-
23
gate monthly amount determined by the Secretary on the
24
basis of household size.’’.

SEC. 3. EFFECTIVE DATE.

This Act and the amendments made by this Act shall

take effect on October 1, 2020.
