Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Strategic Global Sup- 4 ply Chains Act of 2020’’. 5 SEC. 2. REPORTS BY INTERNATIONAL TRADE COMMISSION 6 ON ARTICLES NEEDED TO RESPOND TO 7 COVID–19 PANDEMIC. 8 (a) IN GENERAL.—Not later than 60 days after the 9 date of the enactment of this Act, and every 60 days there- 10 VerDate Sep 11 2014 22:12 Aug 29, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S4501.IS S4501 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 4501 IS after, the United States International Trade Commission 1 shall submit to Congress and make available to the public 2 a report that identifies articles that may be needed to re- 3 spond to the coronavirus disease 2019 (commonly known 4 as ‘‘COVID–19’’) pandemic. 5 (b) INFORMATION REQUIRED.—Each report required 6 by subsection (a) shall provide, with respect to each article 7 identified in the report, the following: 8 (1) The 10-digit statistical reporting number of 9 the Harmonized Tariff Schedule of the United 10 States under which the article is classifiable. 11 (2) A legal description of the article. 12 (3) The rate of duty applicable to the article 13 under the column 1 general rate of duty column of 14 that Schedule. 15 (4) Any special or additional duty imposed with 16 respect to the article. 17 (5) With respect to any duty described in para- 18 graph (4): 19 (A) The date on which that duty was im- 20 posed. 21 (B) The authority under which that duty 22 was imposed. 23 VerDate Sep 11 2014 22:12 Aug 29, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4501.IS S4501 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 4501 IS (C) Whether the duty has been suspended 1 and, if so, the date of the suspension and how 2 long the suspension is scheduled to last. 3 (6) The total rate of duty applicable to the arti- 4 cle, including any special or additional duty de- 5 scribed in paragraph (4). 6 (7) The major countries of origin for the arti- 7 cle. 8 (8) The import value of the article imported 9 from each country described in paragraph (7) for 10 the 2 calendar years preceding submission of the re- 11 port. 12 (c) SEARCHABLE FORMAT.—The Commission shall 13 provide each report required by subsection (a) to Con- 14 gress, and post each such report on a publicly accessible 15 internet website of the Commission, in a format that per- 16 mits the report to be sorted by the categories of informa- 17 tion required under subsection (b). 18 SEC. 3.
