A BILL
To temporarily suspend duties on imports of articles needed
to combat the COVID–19 pandemic.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Stop PPE Taxes Act
4
of 2020’’.

SEC. 2. TEMPORARY SUSPENSION OF DUTIES ON ARTICLES

NEEDED TO COMBAT THE COVID–19 PAN-

DEMIC.

(a) IN GENERAL.—An article described in subsection
9
(b) entered, or withdrawn from warehouse for consump-

tion, during the period specified in subsection (c) shall

enter the United States free of duty, including free of any
2
duty that may be imposed as a penalty or otherwise im-
3
posed in addition to other duties, including any duty im-
4
posed pursuant to—
5
(1) section 301 of the Trade Act of 1974 (19
6
U.S.C. 2411);
7
(2) section 232 of the Trade Expansion Act of
8
1962 (19 U.S.C. 1862); or
9
(3) the International Emergency Economic
10
Powers Act (50 U.S.C. 1701 et seq.).

(b) ARTICLES DESCRIBED.—An article is described
12
in this subsection if the article is classified under any of
13
the following statistical reporting numbers of the Har-
14
monized Tariff Schedule of the United States or is identi-
15
fied by the United States International Trade Commis-
16
sion, after the date of the enactment of this Act, as an
17
article related to the response to the coronavirus disease
18
2019 (commonly referred to as ‘‘COVID–19’’) pandemic:
