IMPLICIT BIAS RESEARCH AND TRAINING GRANTS. 1 (a) IN GENERAL.—The Secretary of Transportation 2 shall make grants to institutions of higher education (as 3 such term is defined in section 101 of the Higher Edu- 4 cation Act of 1965 (20 U.S.C. 1001)) for research and 5 training in the operation or establishment of an implicit 6 bias training program as it relates to racial profiling at 7 traffic stops. 8 (b) QUALIFICATIONS.—To be eligible for a grant 9 under this section, an institution of higher education 10 shall— 11 (1) have an active research program or dem- 12 onstrate, to the satisfaction of the Secretary, that 13 the applicant is beginning a research program to 14 study implicit bias as it relates to racial profiling be- 15 fore and during traffic stops; and 16 (2) partner with State and local police depart- 17 ments to conduct the research described in para- 18 graph (1) and carry out the implementation of im- 19 plicit bias training with State and local police de- 20 partments. 21 (c) REPORT.—No later than 1 year after a grant has 22 been awarded under this section, the institution of higher 23 education awarded the grant shall submit to the Com- 24 mittee on Transportation and Infrastructure of the House 25 of Representatives and the Committee on Commerce, 26 VerDate Sep 11 2014 02:33 Aug 22, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H7897.IH H7897 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 7897 IH Science, and Transportation of the Senate a report sum- 1 marizing the research on implicit bias as it relates to racial 2 profiling before and during traffic stops, and recommenda- 3 tions on effective interventions and trainings. 4 (d) AUTHORIZATION OF APPROPRIATIONS.—There 5 are authorized to be appropriated $10,000,000 for each 6 fiscal year to carry out this section. 7 (e) DEFINITIONS.—In this section, the term ‘‘implicit 8 bias training program’’ means a program that looks at the 9 attitudes, stereotypes, and lenses human beings develop 10 through various experiences in life that can unconsciously 11 affect how they interact with one another. 12 Æ VerDate Sep 11 2014 02:33 Aug 22, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H7897.IH H7897 kjohnson on DSK79L0C42PROD with BILLS
