A BILL
To amend title XIX of the Social Security Act to extend
the duration of presumptive eligibility periods under the
Medicaid program to allow presumptively eligible individ-
uals to have more time to file applications for enrollment
under State plans under such program, and for other
purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Medicaid Expansion

During Crisis Act’’.

(a) EXTENSION OF MEDICAID PRESUMPTIVE ELIGI-

BILITY PERIODS TO ALLOW MORE TIME FOR FILING OF

APPLICATIONS.—

(1) Section 1920(b)(1)(B)(ii) of the Social Security
9
Act (42 U.S.C. 1396r–1(b)(1)(B)(ii)) is amended by strik-
10
ing ‘‘who does not file an application by the last day of
11
the month following’’ and inserting ‘‘who does not file an
12
application by the last day of the sixth month following’’.

(2) Section 1920A(b)(2)(B)(ii) of the Social Security
14
Act (42 U.S.C. 1396r–1a(b)(2)(B)(ii)) is amended by
15
striking ‘‘on whose behalf an application is not filed by
16
the last day of the month following’’ and inserting ‘‘on
17
whose behalf an application is not filed by the last day
18
of the sixth month following’’.

(3) Section 1920B(b)(1)(B)(ii) of the Social Security
20
Act (42 U.S.C. 1396r–1b(b)(1)(B)(ii)) is amended by
21
striking ‘‘who does not file an application by the last day
22
of the month following’’ and inserting ‘‘who does not file
23
an application by the last day of the sixth month fol-
24
lowing’’.

Act (42 U.S.C. 1396r–1(b)(1)(B)(ii)) is amended by strik-

ing ‘‘who does not file an application by the last day of

(b) PERMITTING COMMUNITY HEALTH CENTERS TO

MAKE PRESUMPTIVE ELIGIBILITY DETERMINATIONS FOR

ALL
MEDICAID-ELIGIBLE
POPULATIONS.—Section
8
1902(a)(47)(B) of the Social Security Act (42 U.S.C.
9
1396a(a)(47)(B)) is amended by inserting after ‘‘any hos-
10
pital’’ the following: ‘‘, as well as any community health
11
center,’’.

(c) FULL FEDERAL FINANCIAL PARTICIPATION FOR
13
CERTAIN
STATE
MEDICAID
EXPENDITURES.—Section
14
1903(a)(2) of the Social Security Act (42 U.S.C.
15
1396b(a)(2)) is amended by adding at the end the fol-
16
lowing new subparagraph:
17
‘‘(F) for each calendar quarter occurring during
18
period beginning on the first day of the emergency
19
period defined in paragraph (1)(B) of section
20
1135(g) and ending on the last day of the calendar
21
quarter in which the last day of such emergency pe-
22
riod occurs, an amount equal to 100 percent of the
23
sums expended during such quarter (as found nec-
24
essary by the Secretary for the proper and efficient

(d) EFFECTIVE DATE.—The amendments made by
5
this section shall apply with respect to presumptive eligi-
6
bility determinations made on or after the date of the en-
7
actment of this Act.
