Ms. MCSALLY introduced the following bill; which was read twice and referred
to the Committee on Commerce, Science, and Transportation
A BILL
To provide for the use of additional funds for transportation
projects that were affected by Coronavirus Disease 2019
(COVID–19), and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. ADDITIONAL FUNDING FOR TRANSPORTATION

GRANTS.

(a) IN GENERAL.—Notwithstanding any other provi-
5
sion of law, the Secretary of Transportation shall use any
6
amounts made available to the Secretary for grant pro-
7
grams for covered projects, and not otherwise obligated,
8
to provide additional funds to covered projects.

(b) AMOUNT.—In providing additional funds for a
1
covered project under subsection (a), the Secretary shall
2
provide an amount equal to not less than 10 percent of
3
the total project costs.
4
(c) FEDERAL SHARE.—Amounts made available for
5
a covered project under subsection (a) shall not be counted
6
toward the Federal share of the project.

(d) MODIFICATIONS
TO AGREEMENTS.—The Sec-
8
retary of Transportation shall modify a grant agreement
9
for a covered project as necessary to provide additional
10
funds under subsection (a) in accordance with the amount
11
determined under subsection (b).

(e) DEFINITION OF COVERED PROJECT.—In this sec-
13
tion, the term ‘‘covered project’’ means a highway project,
14
a public transportation project, a rural transportation
15
project, or a tribal transportation project that—
16
(1) during the period beginning on January 1,
17
2017, and ending on the date of enactment of this
18
Act—
19
(A) has been awarded a grant under a
20
competitive grant program of the Secretary of
21
Transportation; or
22
(B) in the case of a new fixed guideway
23
capital project proposed to be carried out using
24
a grant under section 5309 of title 49, United

States Code, advanced to the engineering phase
1
under subsection (g) of that section; and
2
(2) requires additional funding to complete the
3
project due to the effects of the Coronavirus Disease
4
2019 (COVID–19).
