Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PACIFIC DETERRENCE INITIATIVE. 3 (a) IN GENERAL.—Title II of the Asia Reassurance 4 Initiative Act of 2018 (Public Law 115–409; 132 Stat. 5 5391) is amended by adding at the end the following new 6 section: 7 ‘‘SEC. 217. PACIFIC DETERRENCE INITIATIVE. 8 ‘‘(a) IN GENERAL.—The Secretary of Defense shall 9 carry out an initiative to ensure the effective implementa- 10 VerDate Sep 11 2014 00:04 Aug 09, 2020 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S4300.IS S4300 kjohnson on DSK79L0C42PROD with BILLS 2 •S 4300 IS tion of the National Defense Strategy with respect to the 1 Indo-Pacific region, to be known as the ‘Pacific Deter- 2 rence Initiative’ (referred to in this section as the ‘Initia- 3 tive’). 4 ‘‘(b) PURPOSE.—The purpose of the Initiative is to 5 carry out only the following activities: 6 ‘‘(1) Activities to increase the lethality of the 7 joint force in the Indo-Pacific region, including, but 8 not limited to— 9 ‘‘(A) by improving active and passive de- 10 fenses against theater cruise, ballistic, and 11 hypersonic missiles for bases, operating loca- 12 tions, and other critical infrastructure at loca- 13 tions west of the International Date Line; and 14 ‘‘(B) procurement and fielding of— 15 ‘‘(i) long-range precision strike sys- 16 tems to be stationed or pre-positioned at 17 locations west of the International Date 18 Line; 19 ‘‘(ii) critical munitions to be pre-posi- 20 tioned at locations west of the Inter- 21 national Date Line; 9 ‘‘(B) increasing the number and capabili- 10 ties of expeditionary airfields and ports in the 11 Indo-Pacific region available for operational use 12 at locations west of the International Date 13 Line; 14 ‘‘(C) enhancing pre-positioned forward 15 stocks of fuel, munitions, equipment, and mate- 16 riel at locations west of the International Date 17 Line; 18 ‘‘(D) increasing the availability of strategic 19 mobility assets in the Indo-Pacific region; and 7 ‘‘(B) improving— 8 ‘‘(i) interoperability and information 9 sharing with allies and partners; and 10 ‘‘(ii) information operations capabili- 11 ties in the Indo-Pacific region, with a focus 12 on reinforcing United States commitment 13 to allies and partners and countering ma- 14 lign influence. 15 ‘‘(4) Activities to carry out a program of exer- 16 cises, experimentation, and innovation for the joint 17 force in the Indo-Pacific region. 18 ‘‘(c) PLAN REQUIRED.—Not later than February 15, 19 2021, the Secretary of Defense, in consultation with the 20 Commander of the United States Indo-Pacific Command, 21 shall submit to the congressional defense committees (as 22 defined in section 101 of title 10, United States Code) 23 a plan to expend not less than the amounts authorized 24 to be appropriated under subsection (e)(2). 25 VerDate Sep 11 2014 00:04 Aug 09, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S4300.IS S4300 kjohnson on DSK79L0C42PROD with BILLS 5 •S 4300 IS ‘‘(d) BUDGET DISPLAY INFORMATION.—The Sec- 1 retary of Defense shall include in the materials of the De- 2 partment of Defense in support of the budget of the Presi- 3 dent (submitted to Congress pursuant to section 1105 of 4 title 31, United States Code) for fiscal year 2022 and each 5 fiscal year thereafter a detailed budget display for the Ini- 6 tiative that includes the following information: 7 ‘‘(1) A future-years plan with respect to activi- 8 ties and resources for the Initiative for the applica- 9 ble fiscal year and not fewer than the four following 10 fiscal years. 11 ‘‘(2) With respect to procurement accounts— 12 ‘‘(A) amounts displayed by account, budget 13 activity, line number, line item, and line item 14 title; and 15 ‘‘(B) a description of the requirements for 16 such amounts specific to the Initiative. 17 ‘‘(3) With respect to research, development, 18 test, and evaluation accounts— 19 ‘‘(A) amounts displayed by account, budget 20 activity, line number, program element, and 21 program element title; and 5 ‘‘(B) a description of the specific manner 6 in which such amounts will be used. 7 ‘‘(5) With respect to military personnel ac- 8 counts— 9 ‘‘(A) amounts displayed by account, budget 10 activity, budget subactivity, and budget sub- 11 activity title; and 12 ‘‘(B) a description of the requirements for 13 such amounts specific to the Initiative. 14 ‘‘(6) With respect to each project under military 15 construction accounts (including with respect to un- 16 specified minor military construction and amounts 17 for planning and design), the country, location, 18 project title, and project amount by fiscal year. 19 ‘‘(7) With respect to the activities described in 20 subsection (b)— 21 ‘‘(A) amounts displayed by account title, 22 budget activity title, line number, and sub- 23 activity group title; and 6 ‘‘(B) a description of the specific manner 7 in which such amounts will be used. 8 ‘‘(9) With respect to the amounts described in 9 each of paragraphs (2)(A), (3)(A), (4)(A), (5)(A), 10 (6), (7)(A), and (8)(A), a comparison between— 11 ‘‘(A) the amount in the budget of the 12 President for the following fiscal year; and 13 ‘‘(B) the amount projected in the previous 14 budget of the President for the following fiscal 15 year. 16 ‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—There 17 are authorized to be appropriated to the Secretary of De- 18 fense to carry out the activities of the Initiative described 19 in subsection (b) the following: 20 ‘‘(1) For fiscal year 2021, $1,406,417,000. 21 ‘‘(2) For fiscal year 2022, $5,500,000,000. 22 ‘‘(f) REPEAL.—Section 1251 of the National Defense 23 Authorization Act for Fiscal Year 2018 (Public Law 115– 24 91;
