GRANTS FOR IMPROVEMENTS TO MEAT AND POUL- 1 TRY FACILITIES TO ALLOW FOR INTERSTATE 2 SHIPMENT. 3 The Agricultural Marketing Act of 1946 (7 U.S.C. 4 1621 et seq.) is amended by adding at the end the fol- 5 lowing: 6 ‘‘Subtitle H—Grants for Improve- 7 ments to Meat and Poultry Fa- 8 cilities to Allow for Interstate 9 Shipment 10 ‘‘SEC. 298. GRANTS FOR IMPROVEMENTS TO MEAT AND 11 POULTRY FACILITIES TO ALLOW FOR INTER- 12 STATE SHIPMENT. 13 ‘‘(a) IN GENERAL.—The Secretary, acting through 14 the Administrator of the Agricultural Marketing Service 15 and in consultation with the Administrator of the Food 16 Safety Inspection Service, shall make grants to meat and 17 poultry processing facilities in operation as of the date on 18 which an application for such a grant is made to assist 19 such facilities with respect to costs incurred in making im- 20 provements to such facilities and carrying out other plan- 21 ning activities necessary to be subject to inspection under 22 the Federal Meat Inspection Act (21 U.S.C. 601 et seq.), 23 or the Poultry Products Inspection Act (21 U.S.C. 451 24 et seq.). 25 VerDate Sep 11 2014 00:03 Aug 09, 2020 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S4298.IS S4298 kjohnson on DSK79L0C42PROD with BILLS 3 •S 4298 IS ‘‘(b) GRANT AMOUNT.—The amount of a grant under 1 this section shall not exceed $100,000. 2 ‘‘(c) CONDITION.—As a condition on receipt of a 3 grant under this section, a grant recipient shall agree that 4 if the recipient is not subject to inspection or making a 5 good faith effort to be subject to inspection under the Fed- 6 eral Meat Inspection Act (21 U.S.C. 601 et seq.) or the 7 Poultry Products Inspection Act (21 U.S.C. 451 et seq.) 8 within 36 months of receiving such grant, the grant recipi- 9 ent shall make a payment (or payments) to the Secretary 10 in an amount equal to the amount of the grant. 11 ‘‘(d) MATCHING FUNDS.— 12 ‘‘(1) IN GENERAL.—The Secretary shall require 13 a grant recipient to provide matching non-Federal 14 funds in an amount equal to the amount of a grant. 15 ‘‘(2) EXCEPTION.—The Secretary shall not re- 16 quire any grant recipient to provide matching funds 17 with respect to a grant awarded in fiscal years 2020 18 or 2021. 19 ‘‘(e) REPORTS.— 20 ‘‘(1) REPORTS ON GRANTS MADE.—Beginning 21 not later than one year after the date on which the 22 first grant is awarded under this section, and annu- 23 ally thereafter, the Secretary shall submit to the 24 Committee on Agriculture and the Committee on 25 VerDate Sep 11 2014 00:03 Aug 09, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S4298.IS S4298 kjohnson on DSK79L0C42PROD with BILLS 4 •S 4298 IS Appropriations of the House of Representatives and 1 the Committee on Agriculture, Nutrition, and For- 2 estry and the Committee on Appropriations of the 3 Senate a report on grants made under this section 4 and any facilities that were upgraded using such 5 funds during the year covered by the report. 6 ‘‘(2) REPORT ON THE COOPERATIVE INTER- 7 STATE SHIPMENT PROGRAM.—Beginning not later 8 than one year after the date of the enactment of this 9 section, the Secretary shall submit to the Committee 10 on Agriculture and the Committee on Appropriations 11 of the House of Representatives and the Committee 12 on Agriculture, Nutrition, and Forestry and the 13 Committee on Appropriations of the Senate a report 14 of any recommendations, developed in consultation 15 with States, for possible improvements to the cooper- 16 ative interstate shipment program under section 501 17 of the Federal Meat Inspection Act (21 U.S.C. 683) 18 or section 31 of the Poultry Products Inspection Act 19 (21 U.S.C. 472). 20 ‘‘(f) FUNDING.— 21 ‘‘(1) MANDATORY FUNDING.—Of the funds of 22 the Commodity Credit Corporation, the Secretary 23 shall use $80,000,000 for the period of fiscal years 24 VerDate Sep 11 2014 00:03 Aug 09, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S4298.IS S4298 kjohnson on DSK79L0C42PROD with BILLS 5 •S 4298 IS 2020 through 2023, to remain available until ex- 1 pended. 2 ‘‘(2) AUTHORIZATION OF APPROPRIATIONS.— 3 There are authorized to be appropriated to carry out 4 this section $20,000,000 for each of fiscal years 5 2021 through 2023.’’. 6 Æ VerDate Sep 11 2014 00:03 Aug 09, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S4298.IS S4298 kjohnson on DSK79L0C42PROD with BILLS
