Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protect Access to Birth
4
Control Act’’.

SEC. 2. PROHIBITION ON CERTAIN RULES RELATING TO

RELIGIOUS AND MORAL EXEMPTIONS AND
7
ACCOMMODATIONS FOR COVERAGE OF CER-
8
TAIN PREVENTIVE SERVICES.

The Secretary of Health and Human Services, the
10
Secretary of the Treasury, and the Secretary of Labor
11
may not take any action to implement, enforce, or other-
12
wise give effect to the rules entitled ‘‘Religious Exemp-
13
tions and Accommodations for Coverage of Certain Pre-
14
ventive Services Under the Affordable Care Act’’ (83 Fed.
15
Reg. 57536 (November 15, 2018)) and ‘‘Moral Exemp-
16
tions and Accommodations for Coverage of Certain Pre-
17
ventive Services Under the Affordable Care Act’’ (83 Fed.
