A BILL
To require the Director of the Centers for Disease Control
and Prevention to create a standardized method for
State, Tribal, and local health departments to report
to the Centers with respect to COVID–19, and for other

Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘COVID–19 Data
2
Transparency Act’’.
3
SEC. 2. STANDARDIZED METHOD FOR HEALTH DEPART-
4
MENT REPORTING.
5
(a) IN GENERAL.—Not later than 30 days after the
6
date of enactment of this Act, the Director of the Centers
7
for Disease Control and Prevention shall create a stand-
8
ardized method for State, Tribal, and local health depart-
9
ments to report to the Centers with respect to COVID–
10
19 the following:
11
(1) Daily hospitalizations of patients in the re-
12
spective jurisdiction with a confirmed or presumed
13
case of COVID–19.
14
(2) Daily numbers of such patients in the inten-
15
sive care unit.
16
(3) Daily numbers of such patients on ventila-
17
tors.
18
(4) How long such patients have been in the
19
hospital.
20
(5) Daily numbers of diagnostic and serological
21
tests administered for SARS–CoV–2 with respect to
22
patients in the respective jurisdiction, disaggregated
23
by—
24
(A) the type of test; and

(B) the testing positivity rate of each type

of test.

(6) The sensitivity and specificity of each such
3
type of test.

(7) Daily numbers and percentages of contacts
5
traced with respect to patients in the respective ju-
6
risdiction.

(8) The rate of transmission of SARS–CoV–2
8
in the respective jurisdiction.

(b) POSTING BY CDC.—The Director of the Centers
10
for Disease Control and Prevention shall—
11
(1) post the information described in para-
12
graphs (1) through (8) of subsection (a), to the ex-
13
tent such information is in the possession of the
14
Centers, on the public website of the Centers, except
15
that such posting shall exclude any individually iden-
16
tifiable information; and
17
(2) to the extent feasible disaggregate such in-
18
formation by State, Tribal, and local jurisdiction.

(c) UPDATES.—The Director of the Centers for Dis-
20
ease Control and Prevention—
21
(1) shall, as appropriate, periodically update the
22
method posted under subsection (a); and
