hire of pas- 13 senger motor vehicles; maintenance, repairs, and improve- 14 ments of, and purchase of commercial insurance policies 15 for, real properties leased or owned overseas, when nec- 16 essary for the performance of official business; executive 17 direction program activities; international affairs and eco- 18 nomic policy activities; domestic finance and tax policy ac- 19 tivities, including technical assistance to State, local, and 20 territorial entities; and Treasury-wide management poli- 21 cies and programs activities, $231,861,000: Provided, 22 That of the amount appropriated under this heading— 23 (1) not to exceed $350,000 is for official recep- 24 tion and representation expenses; and 5 (3) not to exceed $24,000,000 shall remain 6 available until September 30, 2022, for— 7 (A) the Treasury-wide Financial Statement 8 Audit and Internal Control Program; 9 (B) information technology modernization 10 requirements; 11 (C) the audit, oversight, and administra- 12 tion of the Gulf Coast Restoration Trust Fund; 13 (D) the development and implementation 14 of programs within the Office of Cybersecurity 15 and Critical Infrastructure Protection, including 16 entering into cooperative agreements; 17 (E) operations and maintenance of facili- 18 ties; and 19 (F) international operations. 20 COMMITTEE ON FOREIGN INVESTMENT IN THE UNITED 21 STATES FUND 22 (INCLUDING TRANSFER OF FUNDS) 23 For necessary expenses of the Committee on Foreign 24 Investment in the United States, $20,000,000, to remain 25 VerDate Sep 11 2014 18:33 Jul 17, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H7668.RH H7668 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 7668 RH available until expended: Provided, That the chairperson 1 of the Committee may transfer such amounts to any de- 2 partment or agency represented on the Committee (includ- 3 ing the Department of the Treasury) subject to advance 4 notification to the Committees on Appropriations of the 5 House of Representatives and the Senate: Provided fur- 6 ther, That amounts so transferred shall remain available 7 until expended for expenses of implementing section 721 8 of the Defense Production Act of 1950, as amended (50 9 U.S.C. 4565), and shall be available in addition to any 10 other funds available to any department or agency: Pro- 11 vided further, That fees authorized by section 721(p) of 12 such Act shall be credited to this appropriation as offset- 13 ting collections: Provided further, That the total amount 14 appropriated under this heading from the general fund 15 shall be reduced as such offsetting collections are received 16 during fiscal year 2021, so as to result in a total appro- 17 priation from the general fund estimated at not more than 18 $0. 19 OFFICE OF TERRORISM AND FINANCIAL INTELLIGENCE 20 SALARIES AND EXPENSES 21 For the necessary expenses of the Office of Terrorism 22 and Financial Intelligence to safeguard the financial sys- 23 tem against illicit use and to combat rogue nations, ter- 24 rorist facilitators, weapons of mass destruction 25 VerDate Sep 11 2014 18:33 Jul 17, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H7668.RH H7668 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 7668 RH proliferators, human rights abusers, money launderers, 1 drug kingpins, and other national security threats, 2 $172,751,000, of which not less than $3,000,000 shall be 3 available for addressing human rights violations and cor- 4 ruption, including activities authorized by the Global 5 Magnitsky Human Rights Accountability Act (22 U.S.C. 6 2656 note): Provided, That of the amounts appropriated 7 under this heading, up to $10,000,000 shall remain avail- 8 able until September 30, 2022. 9 CYBERSECURITY ENHANCEMENT ACCOUNT 10 For salaries and expenses for enhanced cybersecurity 11 for systems operated by the Department of the Treasury, 12 $18,000,000, to remain available until September 30, 13 2023: Provided, That such funds shall supplement and not 14 supplant any other amounts made available to the Treas- 15 ury offices and bureaus for cybersecurity: Provided fur- 16 ther, That of the total amount made available under this 17 heading $1,000,000 shall be available for administrative 18 expenses for the Treasury Chief Information Officer to 19 provide oversight of the investments made under this 20 heading: Provided further, That such funds shall supple- 21 ment and not supplant any other amounts made available 22 to the Treasury Chief Information Officer. 23 VerDate Sep 11 2014 18:33 Jul 17, 2020 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H7668.RH H7668 pamtmann on DSKBC07HB2PROD with BILLS 6 •HR 7668 RH DEPARTMENT-WIDE SYSTEMS AND CAPITAL 1 INVESTMENTS PROGRAMS 2 (INCLUDING TRANSFER OF FUNDS) 3 For development and acquisition of automatic data 4 processing equipment, software, and services and for re- 5 pairs and renovations to buildings owned by the Depart- 6 ment of the Treasury, $6,000,000, to remain available 7 until September 30, 2023: Provided, That these funds 8 shall be transferred to accounts and in amounts as nec- 9 essary to satisfy the requirements of the Department’s of- 10 fices, bureaus, and other organizations: Provided further, 11 That this transfer authority shall be in addition to any 12 other transfer authority provided in this Act: Provided fur- 13 ther, That none of the funds appropriated under this head- 14 ing shall be used to support or supplement ‘‘Internal Rev- 15 enue Service, Operations Support’’ or ‘‘Internal Revenue 16 Service, Business Systems Modernization’’. 17 OFFICE OF INSPECTOR GENERAL 18 SALARIES AND EXPENSES 19 For necessary expenses of the Office of Inspector 20 General in carrying out the provisions of the Inspector 21 General Act of 1978, $41,044,000, including hire of pas- 22 senger motor vehicles; of 1 which up to $2,800,000 to remain available until Sep- 2 tember 30, 2022, shall be for audits and investigations 3 conducted pursuant to section 1608 of the Resources and 4 Ecosystems Sustainability, Tourist Opportunities, and Re- 5 vived Economies of the Gulf Coast States Act of 2012 (33 6 U.S.C. 1321 note); and of which not to exceed $1,000 7 shall be available for official reception and representation 8 expenses. 9 TREASURY INSPECTOR GENERAL FOR TAX 10 ADMINISTRATION 11 SALARIES AND EXPENSES 12 For necessary expenses of the Treasury Inspector 13 General for Tax Administration in carrying out the In- 14 spector General Act of 1978, as amended, including pur- 15 chase and hire of passenger motor vehicles (31 U.S.C. 16 1343(b)); and services authorized by 5 U.S.C. 3109, at 17 such rates as may be determined by the Inspector General 18 for Tax Administration; $171,350,000, of which 19 $5,000,000 shall remain available until September 30, 20 2022; and of which not to exceed $1,500 shall be available 1 for official reception and representation expenses. 2 SPECIAL INSPECTOR GENERAL FOR THE TROUBLED 3 ASSET RELIEF PROGRAM 4 SALARIES AND EXPENSES 5 For necessary expenses of the Office of the Special 6 Inspector General in carrying out the provisions of the 7 Emergency Economic Stabilization Act of 2008 (Public 8 Law 110–343), $19,000,000. 9 FINANCIAL CRIMES ENFORCEMENT NETWORK 10 SALARIES AND EXPENSES 11 For necessary expenses of the Financial Crimes En- 12 forcement Network, including hire of passenger motor ve- 13 hicles; travel and training expenses of non-Federal and 14 foreign government personnel to attend meetings and 15 training concerned with domestic and foreign financial in- 16 telligence activities, law enforcement, and financial regula- 17 tion; services authorized by 5 U.S.C. 3109; not to exceed 18 $12,000 for official reception and representation expenses; 19 and for assistance to Federal law enforcement agencies, 20 with or without reimbursement, $126,963,000, of which 21 not to exceed $34,335,000 shall remain available until 22 September 30, 2023. 23 VerDate Sep 11 2014 18:33 Jul 17, 2020 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H7668.RH H7668 pamtmann on DSKBC07HB2PROD with BILLS 9 •HR 7668 RH BUREAU OF THE FISCAL SERVICE 1 SALARIES AND EXPENSES 2 For necessary expenses of operations of the Bureau 3 of the Fiscal Service, $341,069,000; of which not to ex- 4 ceed $7,733,000, to remain available until September 30, 5 2023, is for information systems modernization initiatives; 6 and of which $5,000 shall be available for official reception 7 and representation expenses. 8 In addition, $165,000, to be derived from the Oil 9 Spill Liability Trust Fund to reimburse administrative 10 and personnel expenses for financial management of the 11 Fund, as authorized by section 1012 of Public Law 101– 12 380. 13 ALCOHOL AND TOBACCO TAX AND TRADE BUREAU 14 SALARIES AND EXPENSES 15 For necessary expenses of carrying out section 1111 16 of the Homeland Security Act of 2002, including hire of 17 passenger motor vehicles, $121,804,000; of which not to 18 exceed $6,000 shall be available for official reception and 19 representation expenses; and of which not to exceed 20 $50,000 shall be available for cooperative research and de- 21 velopment programs for laboratory services; and provision 22 of laboratory assistance to State and local agencies with 23 or without reimbursement: Provided, That of the amount 24 appropriated under this heading, $5,000,000 shall be for 25 VerDate Sep 11 2014 18:33 Jul 17, 2020 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H7668.RH H7668 pamtmann on DSKBC07HB2PROD with BILLS 10 •HR 7668 RH the costs of accelerating the processing of formula and 1 label applications: Provided further, That of the amount 2 appropriated under this heading, $5,000,000, to remain 3 available until September 30, 2022, shall be for the costs 4 associated with enforcement of and education regarding 5 the trade practice provisions of the Federal Alcohol Ad- 6 ministration Act (27 U.S.C. 201 et seq.). 7 UNITED STATES MINT 8 UNITED STATES MINT PUBLIC ENTERPRISE FUND 9 Pursuant to section 5136 of title 31, United States 10 Code, the United States Mint is provided funding through 11 the United States Mint Public Enterprise Fund for costs 12 associated with the production of circulating coins, numis- 13 matic coins, and protective services, including both oper- 14 ating expenses and capital investments: Provided, That 15 the aggregate amount of new liabilities and obligations in- 16 curred during fiscal year 2021 under such section 5136 17 for circulating coinage and protective service capital in- 18 vestments of the United States Mint shall not exceed 19 $50,000,000. 20 COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS 21 FUND PROGRAM ACCOUNT 22 To carry out the Riegle Community Development and 23 Regulatory Improvement Act of 1994 (subtitle A of title 24 I of Public Law 103–325), including services authorized 25 VerDate Sep 11 2014 18:33 Jul 17, 2020 Jkt 099200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H7668.RH H7668 pamtmann on DSKBC07HB2PROD with BILLS 11 •HR 7668 RH by section 3109 of title 5, United States Code, but at rates 1 for individuals not to exceed the per diem rate equivalent 2 to the rate for EX–III, $273,500,000. Of the amount ap- 3 propriated under this heading— 4 (1) not less than $171,000,000, notwith- 5 standing section 108(e) of Public Law 103–325 (12 6 U.S.C. 4707(e)) with regard to Small and/or Emerg- 7 ing Community Development Financial Institutions 8 Assistance awards, is available until September 30, 9 2022, for financial assistance and technical assist- 10 ance under subparagraphs (A) and (B) of section 11 108(a)(1), respectively, of Public Law 103–325 (12 12 U.S.C. 4707(a)(1)(A) and (B)), of which up to 13 $1,600,000 may be available for training and out- 14 reach under section 109 of Public Law 103–325 (12 15 U.S.C. 4708), of which up to $2,375,000 may be 16 used for the cost of direct loans, and of which up 17 to $6,000,000, notwithstanding subsection (d) of 18 section 108 of Public Law 103–325 (12 U.S.C. 4707 19 (d)), may be available to provide financial assistance, 20 technical assistance, training, and outreach to com- 21 munity development financial institutions to expand 22 investments that benefit [Text truncated for display.
