A BILL
To amend the Victims of Crime Act of 1984 to provide
for the compensation of elderly victims of property dam-
age, to provide increased funding for the crime victim
compensation fund, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Edith Shorougian Sen-
4
ior Victims of Fraud Compensation Act’’.

SEC. 2. COMPENSATION FOR ELDERLY VICTIMS OF FINAN-

CIAL FRAUD.

Section 1403(d) of the Victims of Crime Act of 1984
3
(34 U.S.C. 20102(d)) is amended—
4
(1) in paragraph (1)—
5
(A) by striking ‘‘include damage’’ and in-
6
serting the following: ‘‘include—
7
‘‘(A) damage’’; and
8
(B) by adding at the end the following: ‘‘or
9
‘‘(B) damage to or loss of property of el-
10
derly victims of financial fraud, abuse, or ex-
11
ploitation;’’;
12
(2) in paragraph (3), by striking ‘‘and’’ at the
13
end;
14
(3) in paragraph (4), by striking the period at
15
the end and inserting ‘‘; and’’; and
16
(4) by adding at the end the following:

‘‘(5) the term ‘elderly victim’ means a victim
18
who is not less than 60 years of age.’’.

SEC. 3. ADDITION TO CRIME VICTIMS FUND.

Section 1402(b) of the Victims of Crime Act of 1984
21
(34 U.S.C. 20101(b)) is amended—
22
(1) in paragraph (4), by striking ‘‘and’’ at the
23
end;
24
(2) in paragraph (5), by striking the period at
25
the end and inserting ‘‘; and’’; and

(3) by adding at the end the following:

‘‘(6) any monetary payment made to the United

States Government as a fine or penalty under, in re-

lation to an alleged criminal act—
4
‘‘(A) a deferred prosecution agreement;
5
‘‘(B) a non-prosecution agreement; or
6
‘‘(C) any other settlement agreement.’’.
