salaries and ex- 6 penses for Business Continuity and Disaster Recovery, 7 $18,508,000, of which $6,000,000 shall remain available 8 until expended; transition activities for new members and 9 staff, $13,000,000, to remain available until expended; 10 Wounded Warrior Program and the Congressional Gold 11 Star Family Fellowship Program, $3,975,000, to remain 12 available until expended; Office of Congressional Ethics, 13 $1,711,000; and miscellaneous items including purchase, 14 exchange, maintenance, repair and operation of House 15 motor vehicles, interparliamentary receptions, and gratu- 16 ities to heirs of deceased employees of the House, 17 $1,000,000. 18 HOUSE OF REPRESENTATIVES MODERNIZATION 19 INITIATIVES ACCOUNT 20 (INCLUDING TRANSFER OF FUNDS) 21 For the House of Representatives Modernization Ini- 22 tiatives Account established in section 115, $2,000,000, 23 to remain available until expended: Provided, That dis- 24 bursement from this account is subject to approval of the 25 VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 8 •HR 7611 RH Committee on Appropriations of the House of Representa- 1 tives. Provided further, That funds provided in this ac- 2 count shall only be used for initiatives recommended by 3 the Select Committee on Modernization or approved by the 4 Committee on House Administration. 5 ADMINISTRATIVE PROVISIONS 6 REQUIRING AMOUNTS REMAINING IN MEMBERS’ REP- 7 RESENTATIONAL ALLOWANCES TO BE USED FOR 8 DEFICIT REDUCTION OR TO REDUCE THE FEDERAL 9 DEBT 10 SEC. 110. (a) Notwithstanding any other provision 11 of law, any amounts appropriated under this Act for 12 ‘‘HOUSE OF REPRESENTATIVES—SALARIES AND 13 EXPENSES—MEMBERS’ REPRESENTATIONAL ALLOW- 14 ANCES’’ shall be available only for fiscal year 2021. Any 15 amount remaining after all payments are made under such 16 allowances for fiscal year 2021 shall be deposited in the 17 Treasury and used for deficit reduction (or, if there is no 18 Federal budget deficit after all such payments have been 19 made, for reducing the Federal debt, in such manner as 20 the Secretary of the Treasury considers appropriate). 21 (b) The Committee on House Administration of the 22 House of Representatives shall have authority to prescribe 23 regulations to carry out this section. 24 VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 9 •HR 7611 RH (c) As used in this section, the term ‘‘Member of the 1 House of Representatives’’ means a Representative in, or 2 a Delegate or Resident Commissioner to, the Congress. 3 LIMITATION ON AMOUNT AVAILABLE TO LEASE VEHICLES 4 SEC. 111. None of the funds made available in this 5 Act may be used by the Chief Administrative Officer of 6 the House of Representatives to make any payments from 7 any Members’ Representational Allowance for the leasing 8 of a vehicle, excluding mobile district offices, in an aggre- 9 gate amount that exceeds $1,000 for the vehicle in any 10 month. 11 CYBERSECURITY ASSISTANCE FOR HOUSE OF 12 REPRESENTATIVES 13 SEC. 112. The head of any Federal entity that pro- 14 vides assistance to the House of Representatives in the 15 House’s efforts to deter, prevent, mitigate, or remediate 16 cybersecurity risks to, and incidents involving, the infor- 17 mation systems of the House shall take all necessary steps 18 to ensure the constitutional integrity of the separate 19 branches of the government at all stages of providing the 20 assistance, including applying minimization procedures to 21 limit the spread or sharing of privileged House and Mem- 22 ber information. 23 VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 10 •HR 7611 RH RESCISSIONS OF FUNDS 1 SEC. 113. (a) Of the unobligated balances available 2 from prior appropriations Acts from the revolving fund es- 3 tablished under House Resolution 64, Ninety Eighth Con- 4 gress, agreed to February 8, 1983, as enacted into perma- 5 nent law by section 110 of the Congressional Operations 6 Appropriation Act, 1984 (2 U.S.C. 4917), $212,000 is 7 hereby rescinded. 8 (b) Of the unobligated balances available from prior 9 appropriations Acts from the revolving fund established in 10 the item relating to ‘‘Stationery’’ under the heading 11 ‘‘House of Representatives, Contingent Expenses of the 12 House’’ in the first section of the Legislative Branch Ap- 13 propriation Act, 1948 (2 U.S.C. 5534), $1,000,000 is 14 hereby rescinded. 15 (c) Of the unobligated balances available from prior 16 appropriations Acts from the Net Expenses of Tele- 17 communications Revolving Fund under section 102 of the 18 Legislative Branch Appropriations Act, 2005 (2 U.S.C. 19 5538), $2,000,000 is hereby rescinded. 20 STUDENT LOAN CAP ADJUSTMENT 21 SEC. 114. (a) INCREASE IN LIFETIME LIMIT.—Sec- 22 tion 105 of the Legislative Branch Appropriations Act, 23 2003 (2 U.S.C. 4536) is amended— 24 VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 11 •HR 7611 RH (1) by redesignating subsections (b) and (c) as 1 subsections (c) and (d); and 2 (2) by inserting after subsection (a) the fol- 3 lowing new subsection: 4 ‘‘(b) LIFETIME LIMIT ON AGGREGATE PAYMENTS 5 MADE ON BEHALF OF ANY INDIVIDUAL.—The aggregate 6 amount of payments made on behalf of any individual 7 under the program under this section by all employing of- 8 fices of the House of Representatives may not exceed 9 $80,000.’’. 10 (b) EFFECTIVE DATE; TRANSITION.— 11 (1) EFFECTIVE DATE.—The amendment made 12 by subsection (a) shall apply with respect to fiscal 13 year 2021 and each succeeding fiscal year. 14 (2) PERMITTING ADDITIONAL PAYMENTS ON 15 BEHALF OF INDIVIDUALS WHOSE PAYMENTS 16 REACHED PRIOR LIMIT.—In promulgating regula- 17 tions to carry out the amendment made by sub- 18 section (a), the Committee on House Administration 19 of the House of Representatives shall include regula- 20 tions to permit payments to be made under the pro- 21 gram under section 105 of the Legislative Branch 22 Appropriations Act, 2003 (2 U.S.C. 4536) on behalf 23 of an individual who— 24 VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 12 •HR 7611 RH (A) is an employee of an employing office 1 of the House during fiscal year 2021 or any [Text truncated for display.
