Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

That the following sums are appropriated, out of any
3
money in the Treasury not otherwise appropriated, for Ag-
4
riculture, Rural Development, Food and Drug Administra-
5
tion, and Related Agencies programs for fiscal year ending
6
September 30, 2021, and for other purposes, namely:

TITLE I

AGRICULTURAL PROGRAMS

PROCESSING, RESEARCH, AND MARKETING

OFFICE OF THE SECRETARY
11
(INCLUDING TRANSFERS OF FUNDS)

For necessary expenses of the Office of the Secretary,
13
$47,638,000, of which not to exceed $5,118,000 shall be
14
available for the immediate Office of the Secretary; not
15
to exceed $1,329,000 shall be available for the Office of
16
Homeland Security; not to exceed $6,508,000 shall be
17
available for the Office of Partnerships and Public En-
18
gagement, of which $1,500,000 shall be for 7 U.S.C.
19
2279(c)(5); not to exceed $23,392,000 shall be available
20
for the Office of the Assistant Secretary for Administra-
21
tion, of which $22,509,000 shall be available for Depart-
22
mental Administration to provide for necessary expenses
23
for management support services to offices of the Depart-
24
ment and for general administration, security, repairs and

alterations, and other miscellaneous supplies and expenses

not otherwise provided for and necessary for the practical
2
and efficient work of the Department: Provided, That
3
funds made available by this Act to an agency in the Ad-
4
ministration mission area for salaries and expenses are
5
available to fund up to one administrative support staff
6
for the Office; not to exceed $3,921,000 shall be available
7
for the Office of Assistant Secretary for Congressional Re-
8
lations and Intergovernmental Affairs to carry out the
9
programs funded by this Act, including programs involv-
10
ing intergovernmental affairs and liaison within the execu-
11
tive branch; and not to exceed $7,370,000 shall be avail-
12
able for the Office of Communications: Provided further,
13
That the Secretary of Agriculture is authorized to transfer
14
funds appropriated for any office of the Office of the Sec-
15
retary to any other office of the Office of the Secretary:
16
Provided further, That no appropriation for any office
17
shall be increased or decreased by more than 5 percent:
18
Provided further, That not to exceed $22,000 of the
19
amount made available under this paragraph for the im-
20
mediate Office of the Secretary shall be available for offi-
21
cial reception and representation expenses, not otherwise
22
provided for, as determined by the Secretary: Provided
23
further, That the amount made available under this head-
24
ing for Departmental Administration shall be reimbursed

from applicable appropriations in this Act for travel ex-
1
penses incident to the holding of hearings as required by
2
5 U.S.C. 551–558: Provided further, That funds made
3
available under this heading for the Office of the Assistant
4
Secretary for Congressional Relations and Intergovern-
5
mental Affairs may be transferred to agencies of the De-
6
partment of Agriculture funded by this Act to maintain
7
personnel at the agency level: Provided further, That no
8
funds made available under this heading for the Office of
9
Assistant Secretary for Congressional Relations may be
10
obligated after 30 days from the date of enactment of this
11
Act, unless the Secretary has notified the Committees on
12
Appropriations of both Houses of Congress on the alloca-
13
tion of these funds by USDA agency: Provided further,
14
That during any 30 day notification period referenced in
15
section 716 of this Act, the Secretary of Agriculture shall
16
take no action to begin implementation of the action that
17
is subject to section 716 of this Act or make any public
18
announcement of such action in any form.

Economist, $21,251,000, of which $5,000,000 shall be for

AGRICULTURAL RESEARCH SERVICE

SALARIES AND EXPENSES

For necessary expenses of the Agricultural Research
3
Service and for acquisition of lands by donation, exchange,
4
or purchase at a nominal cost not to exceed $100, and
5
for land exchanges where the lands exchanged shall be of
6
equal value or shall be equalized by a payment of money
7
to the grantor which shall not exceed 25 percent of the
8
total value of the land or interests transferred out of Fed-
9
eral ownership, $1,453,712,000: Provided, That appro-
10
priations hereunder shall be available for the operation
11
and maintenance of aircraft and the purchase of not to
12
exceed one for replacement only: Provided further, That
13
appropriations hereunder shall be available pursuant to 7
14
U.S.C. 2250 for the construction, alteration, and repair
15
of buildings and improvements, but unless otherwise pro-
16
vided, the cost of constructing any one building shall not
17
exceed $500,000, except for headhouses or greenhouses
18
which shall each be limited to $1,800,000, except for 10
19
buildings to be constructed or improved at a cost not to
20
exceed $1,100,000 each, and except for two buildings to
21
be constructed at a cost not to exceed $3,000,000 each,
22
and the cost of altering any one building during the fiscal
23
year shall not exceed 10 percent of the current replace-
24
ment value of the building or $500,000, whichever is

Agricultural Research Service location for the construction

of a research facility by a non-Federal entity for use by

priations hereunder shall be available for granting ease-
18
ments at any Agricultural Research Service location for
19
the construction of a research facility by a non-Federal
20
entity for use by, and acceptable to, the Agricultural Re-
21
search Service and a condition of the easements shall be
22
that upon completion the facility shall be accepted by the
23
Secretary, subject to the availability of funds herein, if the
24
Secretary finds that acceptance of the facility is in the
